2045 INDOT Long-Range Transportation Plan

INDOT has updated its Long-Range Transportation Plan (LRTP) for improving the State’s transportation system.

INDOT’s LRTP is a broad-based policy document that is used to guide the development of Indiana’s transportation system. The purpose of the LRTP is to assure that the transportation infrastructure network will adequately serve future 2045 needs. By way of this plan, INDOT identifies existing and emerging transportation challenges; establishes long-term goals and performance measures; defines what is needed to meet such future transportation demands over the forthcoming 20-plus years; recommends strategies to ensure regional mobility; and maps a course for meeting Indiana’s transportation vision.

The plan links various multimodal and asset management planning documents including: Indiana’s $30 billion Next Level Roads Construction Program, INDOT 10-Year Transportation Asset Management PlanIndiana’s Bike & Pedestrian/Active Transportation ProgramsMultimodal DocumentsActive Transportation Plan, and Indiana’s State Transportation Improvement Program.

Long-Range Plan Development 

The LRTP Update was kicked-off in the Fall of 2016 and was formally adopted in June 2019.

The coordinated process of the LRTP update included the following components:

  • Establish goals and policies
  • Set priorities
  • Develop performance measures to track progress
  • Identify and forecast needs for statewide systems (short- and long-term)
  • Recommend strategies and opportunities to address emerging issues/needs
  • Estimate funding availability and explore potential funding sources

Long-Range Transportation Plan Telephone Town Hall     

INDOT held its first ever telephone town hall on Wednesday, November 28th, 2018 at 7:00pm regarding the Long-Range Transportation Plan (LRTP). The telephone town hall was an informative and interactive event where State transportation system topics were discussed in a format resembling that of a radio call-in show.

Plan Overview

INDOT’s mission is to plan, build, maintain, and operate a superior transportation system enhancing safety, mobility, and economic growth. The LRTP update serves that mission by performing an analysis of current and future transportation funding issues and needs to deliver an effective plan to work towards the best possible transportation system for Indiana.

A key aspect of the LRTP update included the development of performance measures which will be used to develop a prioritized investment strategy. These will form the basis of the LRTP to help guide the actions of INDOT, its partner agencies, and other transportation stakeholders.

The overarching goals of the LRTP are:

  • Safe & Secure Travel – move Indiana towards zero deaths and reduction of serious injuries by applying proven strategies and enhancing the safety and security of our transportation system for all users
  • System Preservation – take care of what we have and maintain our multimodal transportation system and infrastructure in a state of good repair
  • Economic Vitality – as “The Crossroads of America” enhance the competitiveness of Indiana’s Economy through strategic investments and reduced cost of transportation
  • Multimodal Mobility – maximize the performance of our transportation system, ensuring efficient movement of people, goods, and regional connectivity by enhancing access to different modes of transportation
  • Environmental Responsibility – minimize the potential impacts of the transportation system on the natural and human environment
  • New Technology – develop and deploy advanced transportation technologies and embrace a broad-based, comprehensive research program to plan for the future
  • Strategic Policy Actions – address multiple goal areas through key policy initiatives
  • Statewide transportation planning is required by federal and state regulations, and provides a framework for decision-making at INDOT. Federal legislation, in the form of MAP-21 (Moving Ahead for Progress in the 21st Century Act) and the FAST Act (Fixing America’s Surface Transportation Act), requires INDOT to develop, adopt, and implement a LRTP (long-range transportation plan). Building on the reforms of Map-21 (2012), the FAST Act (2015) retained most of its planning requirements. States are generally required to update their LRTP’s every five years to address new trends and issues, and to incorporate new state and federal regulations. INDOT is updating its current LRTP, known as the 2013-2035 Future Transportation Needs Report. The LRTP update extends the planning horizon to 2045. It is important to note that the LRTP is not project specific, rather it identifies investment priorities based on current and projected funding/needs over next 30 years.
