In accordance with House Enrolled Act 1002, the Indiana Department of Transportation (INDOT) was directed to investigate tolling as a possible way to fund major interstate improvements. The Strategic Plan does not make a recommendation on whether to implement a statewide interstate tolling program. It provides a series of strategies for how INDOT could implement a statewide interstate tolling program if Indiana decides to proceed.
