The Indiana Active Transportation Plan, or IN-ACT, is INDOT’s first statewide plan focused on walking, bicycling, rolling, and other active ways of traveling. The plan will identify needs, opportunities, and strategies to help make active transportation safer, more practical, and better connected across Indiana.
IN-ACT will provide a statewide framework to guide future planning, investment, coordination, policies, and decision-making. It will not develop detailed engineering designs for individual streets, intersections, trails, or other specific projects.
IN-ACT is a statewide planning-level plan. It is not intended to prepare engineering plans or determine the exact design of sidewalks, bicycle facilities, crossings, trails, or other infrastructures.
The plan may identify corridors, areas, connections, or types of infrastructures that should receive additional consideration. More detailed studies would be needed to determine whether a specific improvement is feasible and what its final design should be.
Public input will be considered alongside available data, technical analysis, agency coordination, and statewide planning priorities. Feedback may help inform the plan’s goals, performance measures, strategies, and prioritization tool. Because IN-ACT is a statewide plan, individual comments will be evaluated within the broader context of needs across the entire state.
