Integrated Primary Prevention Workforce
Integrated Primary Prevention Workforce (IPPW) is part of a Department of Defense program that analyzes data and metrics to identify gaps and identify where more resources are needed to prevent harmful behaviors including sexual assault, harassment, domestic abuse, child abuse, and suicide. This approach focuses on shared risk factors to foster healthier command climates, leading to enhanced readiness and a greater ability for service members to execute critical missions.

How We Help
A culture of prevention refers to the organization’s readiness to address harmful behaviors through a preventive rather than reactive approach. Leaders can promote a culture of prevention by:
- Encouraging healthy habits, empathy, communication and help-seeking
- Cultivating values of inclusivity, connectedness, dignity and respect
- Ensuring access, equity, rights and engagement
We help the Indiana National Guard by:
- Establishing an adaptive, integrated prevention system to reduce harm
- Strengthening cohesion across the force
- Adding dedicated and trained resources to support the National Guard prevention system
- Ensuring the prevention process is data-driven and expert-led

First-Line Leaders Course
The Indiana National Guard’s First-Line Leaders Course (FLLC) is designed to provide a framework and tools to address issues that affect unit cohesiveness and ultimately retention. FLLC is a proven method for leaders to develop and enhance their relationships with their fellow service members so they can gain and maintain awareness of risk factors that can adversely affect unit readiness. The course prepares first-line leaders, many who lack resources and time for additional training, a way to positively impact service members’ quality of life and improve the culture of the organization.
Why training is important
Service members who are part of a cohesive team have more protection against discrimination, sexual harassment and assault, and are more likely to seek help for behavioral health issues as well as alcohol and drug abuse. Unfortunately, service members exiting the National Guard frequently cite a lack of personal connections in their units as a primary reason for leaving.
This reality often puts a lot of pressure on first-line leaders, who are expected – sometimes in the aftermath of a serious event – to have been all-knowing about the personal lives and hardships of their team. While first-line leaders often have the strongest relationships with service members on their team, they may not have the knowledge and experience needed to deal with common daily struggles many service members are facing.
