Community Relations
The Indiana National Guard Community Relations program works hard to support events across the state that help bring Hoosiers closer to the military personnel who serve in their communities. We welcome the opportunity to make these connections, and are pleased to offer resources for the public to request a military band, funeral honors, marching units, static displays or speakers. All of the events we participate in must be nonpartisan, open and accessible to the public, and may not raise funds for any purpose. Our support is based on our mission requirements and the availability of our resources.
Eligibility
Organizations eligible for military support include:
- Federal, state and local governments
- Approved non-federal entities in accordance with joint ethics regulations
- Certain private (nonprofit) institutions when the activity concerned is conducted for the betterment of the community and does not selectively benefit any one individual or organization
Prohibitions
- Federal law and military regulations prohibit military agencies from competing with services available from commercial sources in the private sector.
- Use of government equipment and/or personnel in support of a private enterprise, whether profit or non-profit, or for promotional events of a select organization’s commercial activity or concern, is strictly prohibited by regulation.

Military Department of Indiana Ceremonial Unit
Provides military honors at funeral services for active or retired members of the Indiana National Guard. The Ceremonial Unit also supports other public and military events, including ceremonies, parades, sporting events and flag raising, and will provide anthem singers to events upon request.

Honoring Those Who Served is our commitment to recognize the sacrifice and contributions of our nation’s veterans. The rendering of military funeral honors is one of the ways to show the nation’s deep gratitude to those who, in times of war and peace, have faithfully defended our country. The ceremonial playing of Taps, the folding of the American flag and presenting it to the next-of-kin are the final demonstrations that a grateful nation can provide to veterans’ families.
- Musical Support
A request for the 38th Infantry Division Band needs to be submitted at least 90 days prior to the event on a completed DD Form 2536, Request for Armed Forces Participation in Public Events. Please email the completed form to the 38th ID Band Full-Time Unit Support Staff at ng.in.inarng.list.38id-band@army.mil.
The role of the 38th Infantry Division Band in community engagement includes performing music in support of:
- Soldier Support
- Family Support
- Recruiting and Retention Support
- Public Diplomacy
- Community Relations
- Education (Department of the Army Pamphlet 220-90, p.4)
- Building partnerships between communities and all branches of service

- Parades
Request Indiana National Guard marching units or military vehicles for community parades in and around the unit’s home station. Civilians are unauthorized to ride in military vehicles for public ceremonies. Parade requests should be submitted 90 days prior to the event on a completed DD Form 2536 (Request for Armed Forces Participation in Public Events).
- Static Displays
Non-aviation/Aviation static display requests are subject to a number of restrictions and are supported only where they do not impact operational mission accomplishment. Organizations requesting a non-aviation static display, to include cannon salutes, must submit a completed DD Form 2536 (Request for Armed Force Participation in Public Events). All aviation static display requests must be submitted on a DD Form 2535 (Request for Military Aerial Support).
- Speakers
The Indiana National Guard historically provides speakers for Veterans Day, Armed Forces Day and Memorial Day public observances as well as many other types of community events. Requests need to be submitted 60-90 days prior to the event. Email completed forms to the Public Affairs - Community Relations Office at ng.in.inarng.list.pao-comrel@army.mil.

To request a U.S. Air Force flyover for a community event, please visit the official U.S. Air Force Aerial Events Website: https://www.airshows.pa.hq.af.mil.
To request a U.S. Army flyover or static display for a community event, please fill out the DD 2535 and email to the State Community Relations distro: ng.in.inarng.list.pao-comrel@army.mil.
