HOME Investment Partnerships Program - American Rescue Plan (HOME-ARP)

The HOME Investment Partnerships Program – American Rescue Plan (HOME-ARP) allocates funding to aid individuals and families experiencing homelessness. The program provides funding for the development of affordable rental housing, tenant-based rental assistance, supportive services, and non-congregate shelter aimed at reducing homelessness and fostering housing stability. The American Rescue Plan defines qualifying individuals or families as those who meet the following criteria:

  1. Homeless;
  2. At risk of homelessness;
  3. Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking;
  4. Recently homeless and part of other populations where providing supportive services or assistance would prevent a family’s homelessness or would serve those with the greatest risk of housing instability; or
  5. Veterans and families that include a veteran family member that meet the criteria in one of 1-4 above.

According to IHCDA’s HUD-approved HOME-ARP allocation plan, IHCDA will use HOME-ARP funds for the development of supportive housing and to provide supportive service funding.
