HOME Investment Partnerships Program for Existing Permanent Supportive Housing (PSH)

The HOME Investment Partnerships Program – American Rescue Plan (HOME-ARP) allocates funding to aid individuals and families experiencing homelessness. The program provides funding for the development of affordable rental housing, tenant-based rental assistance, supportive services, and non-congregate shelters to reduce homelessness and foster housing stability. The American Rescue Plan defines qualifying individuals or families as those who meet the following criteria:

  1. Homeless;
  2. At risk of homelessness;
  3. Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking;
  4. Recently homeless and part of other populations where providing supportive services or assistance would prevent a family’s homelessness or would serve those with the greatest risk of housing instability; or
  5. Veterans and families that include a veteran family member that meet the criteria in one of 1-4 above.

According to IHCDA’s HUD-approved HOME-ARP allocation plan, IHCDA will use HOME-ARP funds to develop supportive housing and provide supportive service funding.

Supportive housing is a comprehensive approach that integrates affordable housing options with intensive, tailored supportive services designed to address the unique needs of individuals and families facing homelessness. This model aims to provide not just stable living conditions but also the essential resources and assistance necessary to help residents achieve long-term self-sufficiency and well-being. The supportive services offered may include case management, mental health support, substance use treatment, life skills training, job readiness programs, and access to healthcare. By addressing the various challenges that vulnerable populations encounter, supportive housing fosters a holistic environment that empowers residents to rebuild their lives and reintegrate into their communities effectively. This targeted approach is crucial for ensuring that those most at risk do not just have a place to live but also the support needed to thrive.

In April 2022, the U.S. Department of Housing and Urban Development (HUD) approved IHCDA’s allocation plan, which thoughtfully allocated $13,200,000 for supportive services. According to this plan, these vital supportive services will assist HOME-ARP qualifying households in IHCDA-supported housing developments, a HOME Tenant-Based Rental Assistance project, or through the Emergency Housing Voucher program.
