Title I, Part A
BASIC Title I
Title I, Part A (Title I) of the Elementary and Secondary Education Act, as amended (ESEA) provides financial assistance to local educational agencies (LEAs) and schools with high numbers or high percentages of children from low-income families to help ensure that all children meet challenging state academic standards. The Every Student Succeeds Act (ESSA) was signed into law in December 2015 as the update to the Elementary and Secondary Education Act of 1965. ESSA replaces the previous update to the law, the No Child Left Behind Act (NCLB).
The mission of Title I is to provide a continuum of services and resources to Title I districts and charter schools that enrich curriculum and instruction, promote interaction and coordination of supplementary services and resources, and result in excellence and high expectations for educators and students. Through collective efforts, we endeavor to increase accountability for all participants in the educational process; enhance cooperation between school and home; provide educators in Title I schools with greater autonomy for shared decision-making; and most importantly, promote increased educational performance of students attending Title I schools.

Title I, Part C - Migrant Education Program
What is the Migrant Education Program?
Title I, Part C Migrant Education Program (MEP) of the Every Student Succeeds Act supports high quality education programs for migratory children (ages birth-21) and helps ensure that migratory children who move among the states are not penalized in any manner by disparities among states in curriculum, graduation requirements, or state academic content and student academic achievement standards. The MEP is designed to help migratory children overcome educational disruption, cultural and language barriers, social isolation, various health-related problems, and other factors that may inhibit their ability to do well in school.

MEP Work Survey
The Indiana MEP collaborates with Indiana school districts through the Migrant Work Survey, which is required to be administered every year to all children upon their enrollment in school. Additionally, Migrant Regional Centers (MRCs) collaborate with districts where migrant students are attending, and provide supplemental support to these students during the school year. If you have any questions about the Migrant Education Program or how to support your students, you may contact the MRC for your area or the Indiana Department of Education.

Title I, Part D
The overall goal of Part D programming is to ensure that neglected, delinquent, or at-risk children and youth will have equal opportunity to meet the challenging State standards needed to further their education and become productive members of society. The primary objective is that neglected, delinquent, and at-risk students will improve academic and vocational skills needed to further their education or obtain employment and achieve success.
