Overview
The Recovery Housing Program provides funding for communities to provide stable, transitional housing for individuals in recovery from a substance use disorder. The funding covers a period of no more than two years or until the individual secures permanent housing, whichever is earlier.
The Indiana Office of Rural and Community Affairs is administering this pilot program in partnership with the Indiana Family and Social Services Administration to build or rehabilitate facilities to provide temporary, supportive housing. A total of four allocations have been granted to the State to administer the pilot program totaling $3.69 million.
RHP was authorized under Section 8071 of the Support for Patients and Communities, or SUPPORT, Act. HUD published its formula in the Federal Register on April 17, 2019 (84 FR 16027), identifying the 25 eligible grantees and allocation percentages.

Eligible Communities
Lead applicants must be an entitlement city, non-entitlement city, county or incorporated town that possesses the legal capacity to carry out the proposed program. The lead applicant may contract with a 501(c)(3) not-for-profit organization to carry out the activities of an eligible project, provided that the organization can document its nonprofit status with the U.S. Internal Revenue Service, the Indiana Department of Revenue and the Indiana Secretary of State.

Eligible Activities
RHP funding is only for the purpose of providing stable, temporary housing for individuals in recovery from a substance use disorder in accordance with Section 8071. Funding will go directly to the rehabilitation or construction of recovery residences which meet level 2, 3, or 4 National Alliance of Recovery Residences standards.
The following activities are eligible for RHP funding:
- Public facilities and improvements.
- Acquisition and disposition of real property.
- Administration.
RHP Projects must benefit a limited clientele whose population is at least 51% low- and moderate-income, as modified by Notice of FY2020 Allocations, Waivers, and Alternative Requirements for the Pilot Recovery Housing Program.

2023 Round 1 proposals must be submitted by 11:59 p.m. ET on Friday, Sept. 15, 2023, via the Indiana electronic Grants Management System, found here. Communities are encouraged to submit their proposals prior to 4 p.m. on Sept. 15, 2023, as technical assistance will not be available after that time. 2023 Round 1 RHP Instructions can be found here.

Open Public Comment
Notice was posted on November 8 that the Indiana Office of Community & Rural Affairs plans to amend its 2020 Action Plan for the Recovery Housing Program with the U.S. Department of Housing & Urban Development on or about December 11, 2023. This amendment will adjust the minimum scoring threshold for Recovery Housing Program Grants to make criteria more equitable for applicants who do not provide a local match. Members of the public are invited to review and provide feedback on the RHP Action Plan Amendment Three draft during the hours of 8:30 a.m. to 5 p.m. ET, November 8, 2023, through December 8, 2023, at the Indiana Office of Community & Rural Affairs, One North Capitol, Suite 600, Indianapolis, Indiana 46204.
