Overview
The CARES Act (Coronavirus Aid, Relief and Economic Security Act), enacted on March 27, 2020, is a $2.2 trillion rescue package to blunt the impact of an economic downturn set in motion by the coronavirus pandemic.
The CARES Act made $5 billion in Community Development Block Grant Coronavirus (CDBG-CV) response funds available to CDBG grantees. The Department of Housing and Urban Development allocated CDBG-CV funds to the State of Indiana CDBG program to support communities and fund activities that prevent, prepare for and respond (PPR tieback) to the coronavirus pandemic. Additionally, HUD issued the Federal Register Notice (FR-6218-N-01), which provides program rules, statutory requirements, regulatory waivers and alternative requirements applicable to CDBG-CV funds.
The State received $51 million on CDBG-CV funds, OCRA launched the COVID-19 Response Program in April 2020. The COVID-19 Response Program awarded 142 communities with much need public service and economic activity funding. Additional CARES ACT (CDBG-CV) funding was set aside as a match for the nine communities participating in the Hoosier Enduring Legacy Program, also referred to as HELP. These matching funds will be used to support long-term pandemic recovery and ensure Indiana’s rural communities are resilient in the face of economic downturns or unprecedented health emergencies.
The State of Indiana CDBG-CV grants aims to enhance the quality of life for low and moderate-income residents, particularly in rural Indiana, by funding activities that prevent, prepare for and respond to coronavirus.
CDBG CV Toolkit
OCRA’s CDBG CV Toolkit summarizes CDBG-CV program rules, statutory requirements, regulatory waivers and alternative requirements provided in the Federal Register Notice 6218 N-01 effective as of Aug. 7, 2020. The toolkit includes information on Indiana rural coronavirus recovery and possible eligible projects for communities participating in the Hoosier Endurance Legacy Program.
