This course is designed for proactive police officers looking to expand their knowledge of criminal interdiction. The instructor has developed a program for both rookie and seasoned officers to better understand how Drug Trafficking Organizations (DTOs) operate and how to position themselves for success during a traffic stop. Officers will learn how to take a disciplined approach to locating, identifying, and seizing narcotics, illicit currency, and other contraband. The course will explain the legal process of identifying vehicles engaged in criminal activity, recognizing criminal behavior, conducting effective vehicle searches during a traffic stop, and identifying advanced concealment methods used by DTOs.
Instructor Konopka will discuss how to conduct interdiction efforts on our nation's interstates, highways, and country roads. Students will learn to articulate reasonable suspicion and probable cause based on the totality of the circumstances surrounding a traffic stop. They will also learn how to build a criminal interdiction case from start to finish by recognizing reactions to police presence, identifying deceptive behavior, understanding the life of a mule, asking for consent during a traffic stop, and more. Additional topics of discussion will include identifying cigarette traffickers and how cigarette smuggling funds terrorist organizations like Al Qaeda, Hezbollah, and Hamas. The course will also cover free tools that proactive cops should use to build their case, how to articulate observations made during a traffic stop, and how to further the investigation beyond the initial stop.

This free 16-hour course, created by NHTSA, is intended to bridge the gap between the SFST and DRE programs.
Most officers are familiar with the signs and symptoms of alcohol impairment but are less sure of what to look for when it comes to drugs.  
This course will help officers learn how to observe, identify, and articulate the signs of impairment related to drugs.
Students will be given an overview of the seven types of drug categories and the physiological effects these drugs have on the human body.
In addition, we will cover medical conditions that can produce similar signs of impairment.
During the course students will receive any updates in Standardized Field Sobriety Testing.  
Legal issues associated with impaired driving, and pre-arrest & post-arrest procedures will also be discussed.
Course Topics include:
* The concept of “drugs” in the context of OWI enforcement
* The role of eye examinations in disclosing the possibility of impairment
* Medical conditions and other situations that can produce similar signs of impairment
* Identification of the major categories of drugs
* The observable effects of each of the seven major categories of drugs
* The physiological effects likely to result from various combinations of drugs
* Appropriate procedures for dealing with drug-impaired or medically-impaired suspects
* Standardized Field Sobriety Test updates
* Training in the operation of the SoToxa Roadside Oral Fluid Testing Device
** Note:  This training DOES NOT qualify an officer as a Drug Recognition Expert, but
DOES serve as an SFST Refresher for ICJI grant purposes.

This workshop introduces "MAGNUS OVEA" as a strategic framework tailored for first responders to thrive in high-pressure and volatile environments. Drawing from Colonel Boyd's OODA Loop, Albert Bandura's Theory of Social Cognition, tested and validated with the US Joint Special Operations Command, the workshop introduces Dr. Mitch Javidi’s MAGNUS OVEA, a General Theory of Human Performance. It equips participants with a comprehensive arsenal of Situational, Cognitive, and Emotional dominance tools. These tools are designed to neurobiologically activate peak performance and deep emotional intelligence, fostering resilience and wellness essential for success in challenging operations. This course is necessary for all personnel across law enforcement, including SWAT, special operations, corrections, and patrol, catering to individuals at every rank. PepperBall products can help reduce officer and suspect injuries, save lives, decrease the risk of litigation, and improve public perception of law enforcement agencies.
The PepperBall System is an affordable, non-lethal tool designed for patrol, corrections, and tactical officers in a wide variety of situations.
The PepperBall Instructor/Armorer Certification course involves intensive training in the use of the nonlethal PepperBall System, including operation, safety, maintenance, and deployment.
This course certifies attendees as PepperBall Instructors for their individual agency, allowing the attendee to design a course in the safe and effective use of the PepperBall System.
COURSE REGISTRATION
Please note that the course begins promptly at 8:00 am. You should plan to show up at least 15 minutes early.
All necessary equipment is provided by PepperBall. A training manual, live-fire certification rounds and visual aids are also included.
Appropriate training attire should be worn (No shorts, sandals, etc.). Please bring safety glasses. If you wear contacts, please have the ability to remove them at the training site.
No firearms or ammo allowed in class.

Prerequisites:
Completion of the Level I course or any Basic BPA course meeting the requirements of the IABPA basic course syllabus.
Length: A 40-hour course of instruction.
Purpose:
The course will enhance basic skills and develop the novice to a core competency level required for independent analysis.
Course Completion Requirements:
The student must pass a comprehensive post-course test based on the text Bloodstain Pattern Analysis With an Introduction to Crime Scene Reconstruction 3rd Edition with a score of 80%.
