Residential Care Assistance Program

The Residential Care Assistance Program provides residential financial assistance to eligible individuals residing in Indiana State Department of Health licensed residential care facilities and county homes that have an approved RCAP contract with the Indiana Family Social Services Administration. Division of Aging. RCAP provides assistance for residents who cannot live in their homes because of age, mental illness or physical disability, but who do not need the level of care provided in a licensed nursing facility. Services include room, board and laundry with minimal administrative direction as well as care coordination provided on behalf of eligible individuals at an approved per diem rate established by the Division of Aging.

The Division of Family Resources will verify the resident’s income and establish his/her liability amount which must be paid to the RCAP provider. The RCAP program may supplement the residents’ liability based on the approved RCAP per diem. For eligible and approved residents without income, RCAP will fund the resident’s room and board on a monthly basis based on the daily per diem. RCAP is funded with 100% state dollars and as outlined IC 12-10-6-1, 455 IAC 1-4.

How to become a RCAP provider

Providers must meet one of the following criteria:

  • ISDH licensed residential care facility;
  • Christian Science Home;
  • ISDH licensed comprehensive nursing facility with residential beds;
  • County Home; or
  • DMHA approved with residential programs.

Providers must also have:

  • An active RCAP contract on file with the State of Indiana;
  • Disclosure for Housing with Services Establishment on file; if applicable.

Who is eligible to enroll in RCAP?

In order to become eligible for RCAP, participants must be:

  • at least 65 years of age, or blind or disabled
  • a current Medicaid recipient or participant in the federal Supplemental Security Income program.
  • currently residing in a RCAP facility.

How to apply for RCAP

The RCAP facility  assists the applicant in completing the RCAP application.  However, the applicant’s family, guardian or advocate may assist in completion of the application. Complete the RCAP application, available below, and provide supporting documentation as indicated in the application All documentation must be submitted at the same time as the application, or the application will be denied by DFR.

p> Only one application per email can be sent to the Division of Family Resources in order for the application to be considered by DFR. Completed applications must emailed to the Division of Family Resources at FSSA.APPS4RCAP@fssa.in.gov. Incomplete applications will not be processed.
