Role Overview:
Full-Time Plan Commission Administrator
Harrison County Planning Commission Office is looking for a full-time building inspector. The position will be responsible for enforcing and interpreting land use ordinances, overseeing department operations, supervising and directing assigned personnel.
Salary Statement:
This is a full-time position. Salary Range: $51,754
Requirements for Success:
DUTIES:
Inspects all construction requiring a Building Permit and interprets building codes, including performing building code inspections on new construction, meter base and wiring inspections on disconnected services, and preparing building and improvement permits.
Assists Plan Commission Administrator in enforcing Codes, including investigating violations, and preparing and delivering "notice of violation" documents.
Maintains detailed records, such as inspections, correspondence, and related actions, and compiles and prepares reports as required or requested, including "stop work" notices and Certificate of Occupancy.
Communicates with the State Department of Homeland Security, Building Safety Commission to resolve problems, and requests assistance as needed.
Maintains current knowledge of applicable state and county codes by attending classes and/or trainings.
May be required to testify in legal proceedings/court as required.
Performs related duties as assigned.
JOB REQUIREMENTS:
High school diploma or GED. Experience and education in building codes, and/or state building code certifications preferred.
Thorough knowledge of and ability to make practical application of Department policies and procedures, Indiana building codes, Indiana residential codes, and swimming pool codes, and Harrison County area zoning codes.
Working knowledge of standard English grammar, spelling, and punctuation, and the ability to prepare detailed reports.
Ability to properly operate office equipment, including computer, copier, telephone, calculator, electric testing equipment, measuring tools, various hand tools, and vehicle.
Ability to effectively communicate orally and in writing with co-workers, other County departments, local businesses, various boards, regulating agencies, developers/contractors, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements.
Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplaces, and personal conduct.
Ability to work alone with minimum supervision and with others in a team environment.
Ability to work on several tasks at the same time, occasionally under time pressure.
Ability to read and interpret detailed prints, sketches, layouts, specifications, and maps.
Ability to compare and observe similarities and differences in data, compile, analyze, and evaluate data, and make determinations based on data analyses.
Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.
Ability to perform arithmetic calculations related to measurement.
Ability to testify in legal proceedings/court as required.
Ability to occasionally travel out of town for continuing education classes, but not overnight.
Possession of a valid driver's license and a demonstrated safe driving record.
DIFFICULTY OF WORK:
Incumbent uses a wide variety of codes, legal procedures, and professional expertise to ensure properties are in compliance with building requirements and codes. Independent judgment is required in interpreting and applying codes to varying situations.
RESPONSIBILITY:
Incumbent performs duties according to legal requirements with objectives and desired results established by Department policies and procedures. Incumbent applies standard practices of the profession in taking authoritative action to ensure compliance, referring to supervisor in unusual or unprecedented situations. Work is reviewed primarily for compliance with legal requirements and Department policy.
PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other County departments, local businesses, various boards, regulating agencies, developers/contractors, and the public for purposes of exchanging information, explaining/interpreting codes, policies and procedures and resolving problems.
Incumbent reports directly to the Administrator.
PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in a standard office environment, in a vehicle, and outdoors in the field, involving sitting/standing/walking at will, standing/walking for long periods, lifting/carrying objects weighing 25-50 pounds, pushing/pulling objects, bending, reaching, close/far vision, depth perception, crouching/kneeling, handling/grasping/fingering objects, speaking clearly, and hearing sounds/communication. Incumbent is occasionally exposed to inclement weather conditions, and normal hazards associated with construction sites and deteriorated buildings, dust/dirt, excessive noise, and potentially violent/hostile individuals. Safety precautions must be followed at all times to avoid injury to self and others. Incumbent occasionally travels out of town for continuing education classes, but not overnight.
Work Hours:
Monday - Friday, 8:00 a.m. - 4:30 p.m.
