The Indiana Dual Credit Advisory Council was created in 2009 by the Education Roundtable to continue the work of the Concurrent Enrollment Partnership established by House Enrolled Act 1246-2008. As a result of the work of the council, the Indiana Commission for Higher Education adopted the Policy on Dual Credit Opportunities in Indiana in February 2010.

In June 2015, the Higher Learning Commission (HLC), Indiana’s regional accrediting body, approved policy changes and in October 2015 issued guidelines calling for dual credit teachers to have Master’s degrees and at least 18 credit hours in the subject area they teach dual credit—with some exceptions for “tested experience” and CTE courses.

In response, the Indiana General Assembly passed House Enrolled Act 1370-2016 to reestablish the Dual Credit Advisory Council. In November 2016, the Commission, on behalf of twenty-two Indiana public and private colleges and universities, applied for five-year extensions related to the institutions’ compliance with the revised policy and in December 2016, the HLC approved the Commission’s extension request to come into compliance until September 1, 2022.

Senate Enrolled Act 438-2019 asked the Commission to reconvene the Dual Credit Advisory Council to continue the work of becoming compliant with the revised HLC policy on faculty qualifications for dual credit teachers by the 2022 deadline.

MEMBERSHIP

The Dual Credit Advisory Council Membership is comprised of representatives from secondary and postsecondary education, government officials and other stakeholders.

LEGISLATIVE CHARGE

In 2019, the council is specifically tasked with:

Reviewing and updating gaps in credentialing teachers who teach dual credit courses in Indiana;
Making recommendations for closing any remaining gaps;
Making recommendations regarding funding, including state funded grants or scholarships, to ensure that teachers who teach dual credit courses will not be required to make personal expenditures; and
To submit a report concerning the council's findings and recommendations by November 1, 2019.
