- HOPE Agenda Dashboard
The Indiana Commission for Higher Education's HOPE Agenda (Hoosier Opportunities & Possibilities through Education) focuses on enhancing college enrollment, completion, and graduate retention. By targeting seven key areas—post-high school training and education, postsecondary attainment, credit for prior learning, completion rates, graduate retention, economic and social mobility, and business growth—the HOPE Agenda drives economic growth, boosts community development, and strengthens Indiana's workforce.

- Data Accountability and Transparency
Reporting on Degrees Dashboard
Pursuant to Indiana Code IC-21-14-15-1, the Commission is required to annually collect and report various metrics related to affordability, student return on investment, workforce and economic alignment, and institutional accountability.
Pursuant to Indiana Code 21-40-6-1, the Commission must make a report available containing student enrollment information at each state educational institution and in each state educational institution’s programs of engineering and computer science with additional disaggregation by residency, citizenship, country of origin, and dual credit / dual enrollment status.
Pursuant to Indiana Code IC-21-18-9-11, the Commission is required to annually collect and report the percentage of resident and non-resident students enrolled at each state educational institution.
Data Requests
If the data you need are not available at the links above, please fill out our data request form to request the data you’re looking for. The agency's Data Governance Committee meets every two weeks to review submitted requests. Upon review and approval, data requests will be prioritized according to alignment with the HOPE agenda and staff capacity. Requests not requiring a data share agreement may take up to 6 weeks. Data requests requiring a data share agreement may take up to 6 months.

Public Records Requests
Indiana’s Access to Public Records Act (“APRA”), Indiana Code §5-14-3-1 et seq., provides the framework for requesting information from a governmental agency. Moreover, APRA states that, “it is the public policy of the state that all persons are entitled to full and complete information regarding the affairs of government and the official acts of those who represent them as public officials and employees.” (Indiana Code §5-14-3-1) However, some public records may not be disclosed under various circumstances, or may be disclosed at the discretion of the agency.
The Indiana Commission for Higher Education (Commission) responds to APRA requests as they are received. Depending on the scope of the request, the Commission provides a response either to the requestor or for review by the Governor's Office within 30 business days. If the scope of work requires more than 30 business days to provide to the Governor’s Office for review, the Commission will maintain a record documenting the rationale. Upon review from the Governor’s Office, the Commission will release the requested data within 15 business days of the Governor’s Office approval. The Commission is unable to impact the timeline of APRA reviews and approvals by the Governor's Office.
