Approval of funds in the Federal Authorization (FMIS) system serves as the federal authorization to use federal-aid funds on a specific project phase. FMIS authorization is not only an approval for the use of federal-aid funds, but also an authorization for the project phase itself.
Before work may begin on any phase of the project (PE, R/W, CN), that phase must be authorized and approved in the federal FMIS database.
