Employee in Responsible Charge (ERC) Certification

To remain eligible for federal funding, communities must provide a local match and comply with all federal requirements, including designating and maintaining an Employee in Responsible Charge (ERC).

The ERC is a designated employee responsible for ensuring compliance with all state and federal-aid requirements related to the development and construction of locally administered projects. The ERC also serves as the LPA’s primary project contact. For full details, refer to the LPA Guidance Document.

ERC CERTIFICATION REQUIREMENTS

Initial Certification – ERC Basic Certification:

To become a Certified ERC, a nominated ERC must take and pass the ERC Basic Certification Online Course.

  • ERC Basic Certification Course length: 1–2 hours
  • Certification validity: 1 year

Annual Recertification:

To maintain an active ERC certification, the ERC must complete one of the following within one year of their original certification date:

  • ERC Recertification Online Course (1–2 hours)

Expired Certification:

If an ERC’s certification has expired, they must retake and pass the ERC Basic Certification Online Course to regain certification.

BRIDGE INSPECTION ERC REQUIREMENTS

All Indiana counties must designate and maintain a certified ERC to manage their Bridge Inspection Program. This ERC must be an LPA employee and may also serve as the ERC for the LPA’s other transportation projects.

Initial Certification – Bridge Inspection ERC:

To become a Certified Bridge Inspection ERC, the nominated ERC must take and pass the ERC Bridge Inspection Certification Online Course.

  • LPA Certified Bridge Inspection Course length: 2–3 hours
  • Certification validity: 1 year

Annual Recertification:

A Bridge Inspection ERC must complete both of the following within one year of their previous training:

  • ERC Bridge Inspection Certification Online Course, and
  • ERC Recertification Online Course

Expired Certification:

If the Bridge Inspection ERC certification has expired, they must retake and pass the ERC Bridge Inspection Certification Online Course.

ENROLLMENT INSTRUCTIONS

To enroll in any ERC online course (ERC Basic, ERC Recertification, or ERC Bridge Inspection), ERCs must first be registered users of the INDOT Training Portal.

1. Creating a New User Account

Follow the Quick Step Guide to INDOT Training Portal below to create your account on the INDOT Training Portal.

  1. Request Enrollment in Your Course(s)

    After creating your account and User ID, email LPAQuestions@indot.in.gov with:

    • The name of the course(s) you want to enroll in, and
    • The User ID you created
    • Note: the User ID is case sensitive
  1. Confirmation of Course(s) Enrollment

    You will receive a confirmation email once you are enrolled.

  1. Access Your Assigned Training

    In the INDOT Training Portal under the yellow/gold bar labeled “My Learning Assignments”, click the plus sign (+) on the far right to view all your assigned training.

  2. View or Save Your Certificate

    To view, print, or save your certificate, use the How to View, Print or Save Certificate link below.
