Employee in Responsible Charge (ERC) Certification

In order to be eligible for federal funds, communities must provide a local match and meet other federal requirements, including maintaining an Employee in Responsible Charge (ERC). An ERC is a designated employee who is responsible for ensuring the compliance of all state and federal-aid regulations related to the project development and construction of locally administered projects. The ERC acts on behalf of the LPA as the primary point of contact for the project. Reference the LPA Guidance Document for ERC responsibilities.

1. To become a LPA Certified ERC – The nominated ERC must take and pass the ERC Basic Certification Online Course to become certified. The course usually takes 1 to 2 hours to complete, and the certification is valid for one (1) year.

2. To maintain the annual certification requirement – An ERC must take and pass the ERC Recertification Online Course (1 to 2 hours in length) or the ERC Basic Certification Online Course within one (1) year of receiving their original ERC certification.

3. If an ERC’s certification has expired – The ERC will have to complete the ERC Basic Certification Online Course to become recertified.

All Indiana Counties are required to designate and maintain a certified ERC to manage their Bridge Inspection Program. This ERC must be an employee of the LPA and can be the same ERC who manages the LPA’s other transportation projects.

1. To become a LPA Certified Bridge Inspection ERC – The nominated ERC must take and pass the ERC Bridge Inspection Certification On-line Course. The Online Course is anticipated to take approximately 2-3 hours to complete to become certified. This certification is valid for one (1) year.

2. To maintain the annual certification requirement – An ERC must take and pass the ERC Bridge Inspection Certification Online Course within one (1) year of attending their last training.

3. To maintain the annual certification requirement - An ERC must take and pass either the ERC Basic Certification or the ERC Recertification within one (1) year of attending their last training.

4. If an ERC’s certification has expired – The ERC will have to take and pass the ERC Bridge Inspection Certification On-line Course to become recertified.

To enroll in and gain access to the ERC Basic Certification, the ERC Recertification, or the ERC Bridge Inspection Certification On-line Course, ERCs’ must register as a user on the INDOT Training Portal.
