Howard County Community Supervision was formed on February 8th 2018, though the unification of Probation and Community Corrections by agreement of the Howard County Judges, Commissioners and Council. Howard County Community Supervision consists of Adult Probation, Juvenile Probation, Home Detention, Work Release, Alcohol and Drug Services, Pretrial Services and Victim Assistance. The unification of the above-mentioned departments is intended to improve consistency, efficiency and effectiveness of available programming. Howard County Community Supervision prides itself on the use of quality evidence-based case management.
The mission of Howard County Community Supervision is to promote and encourage positive changes in attitudes, thinking patterns, and behaviors in an effort to reduce recidivism and promote community safety.

The Howard County Alcohol and Drug Services Program is an integral part of the Probation Department. The Howard County Alcohol and Drug Services Program provide substance abuse evaluations, referrals, monitoring of clients convicted of alcohol and drug related offenses, and basic substance abuse education.
After the completion of the substance abuse evaluation, the probation officer develops an individualized service contract for the offender. This contract will includes a referral to a substance abuse education, treatment program and peer support. The probation officer will then monitor the offender’s compliance with said contract.
We are a certified program by Indiana Court Services. Supervision probation officers are Certified Substance Abuse Management Specialist (CSAMS) credential.
The Court Alcohol and Drug Program utilizes the PRIME For Life curriculum in its substance abuse education program. The PRIME For Life course is 12 hours in length.
Howard County Community Corrections provides community based programs with solution-focused case management, intensive supervision which assists offenders become productive members within our community.

Our Work Release program also uses evidence-based practices to more intensively supervise moderate to high-risk offenders convicted of Level 6 through Level 2 Felonies. With three full-time probation officers on staff to help monitor and guide the offenders. The Howard County Work Release Program is a standalone facility, located at 623 S. Berkley and houses up to 80 males and 40 females. The population consists of clients who are directly sentenced from local courts or reentering via the Indiana Department of Corrections through their community transition and work release programs. While in the work release program, the client will remain incarcerated and only be released to go to their place of employment and for other activities approved by work release staff. Like our home detention clients, work release residents are supervised using a case plan derived from their risk level and targeted to their individual needs that utilizes evidenced-based programming, life skills programming, peer support groups, employment, and community-based services.

Drug Court
The Howard County Superior Court I Adult Drug Court Program is committed to providing non-violent drug offenders access to intense treatment services in order to break the cycle of drug addiction and crime. Applicants must not have any open warrants, prior convictions for rape, child molestation, murder or criminal confinement. Applicants must be willing to comply with court ordered treatment, have the physical ability to participate, meet criteria for substance use disorder and have the ability to pay the program fees within the time frame of the program. The Drug Court Program takes between 12 and 36 months to complete depending on performance. The program has multiple avenues of entry for pre-conviction and post-conviction clients meeting eligibility criteria
Mental Health Court
The Howard County Mental Health Court Program is committed to providing criminal justice involved individuals suffering from mental illness access to intense treatment services in order to break the cycle of mental illness and crime. Applicants must not have any open warrants, prior convictions for rape, child molestation, murder or criminal confinement. Applicants must be willing to comply with court ordered treatment, have the physical ability to participate, meet criteria for a non-psychotic mental health disorder and have the willingness to pay the program fees within the time frame of the program. The Mental Health Program takes between 12 and 36 months to complete depending on performance. The program has multiple avenues of entry for pre-conviction and post-conviction clients meeting eligibility criteria.
Re-Entry Court
The Howard County Reentry Program is designed to assist eligible offenders returning from incarceration with transitioning back into the community successfully. The Re-Entry Court program is a post- conviction program ordered as a condition of community supervision. The Re-Entry program may be entered through a request for a sentence modification or as a result of violation of community supervision. The Re-Entry Court Program takes between 12 and 36 months to complete depending on performance.
Veterans Treatment Court
The Howard County Veterans Treatment Court Program is committed to providing eligible veterans access to intense treatment services in order to address mental health and drug addiction issues stemming from or related to participation in the United States Armed Forces. Applicants must not have any open warrants, prior convictions for rape, child molestation, murder or criminal confinement. Applicants must serve or have served in the United States Armed Forces, be willing to comply with court ordered treatment, have the physical ability to participate, meet criteria for substance use disorder and/or a non-psychotic mental health disorder and have the ability to pay the program fees within the time frame of the program. The Veterans Treatment Court Program takes between 12 and 36 months to complete depending on performance.
