In July 2008, Congress appropriated supplemental funding to Indiana for emergency disaster assistance in states affected by severe storms and flooding in 2008. The Office of Community and Rural Affairs (OCRA) is the lead state agency in distributing these funds for public infrastructure restoration, economic revitalization, and other non-housing disaster recovery activities. The funds can be used by the state for long-term recovery efforts for damage caused by any previous natural disaster which received a federal declaration this year (DR-1740, DR-1766 and DR-1795). OCRA serves as the state's primary liaison to the U.S. Department of Housing and Urban Development (HUD) the source of federal funds for long-term disaster recovery in areas affected by natural disasters in 2008. OCRA will work with the Indiana Housing and Community Development Authority (IHCDA) to manage all housing activities.

OCRA oversees the use of disaster recovery funds to ensure compliance with HUD rules, lead the development of a disaster recovery action plan, and report to HUD on all disaster recovery issues impacting affected regions.

Please note that only local units of government may apply. CDBG Disaster Recovery is not a program for individuals.

CDBG Disaster Recovery Appropriation 1

The state of Indiana received $67 million which must be used exclusively for recovery efforts from damage caused by the June storms and flooding (DR-1766). Local units of government in the counties declared by FEMA during DR-1766 are eligible to be considered for these funds. The state had targeted two areas for the use of these funds: local match for the FEMA Hazard Mitigation Home Buyout Program and local match for the FEMA Public Assistance Program.

CDBG Disaster Recovery Appropriation 2

The state of Indiana has been allocated over $371 million for emergency disaster assistance for any natural disaster in 2008 which received a federal declaration (DR-1740, DR-1766, and DR-1795). Congress mandated at least 10% be used for the creation of affordable rental housing. These funds, by Congressional order, cannot be used as match for federal programs such as FEMA Hazard Mitigation and Public Assistance programs. The state is still determining the details as to how this second appropriation will be used.
