ILEA is now offering to bring the Defensive Tactics and Ground Combative Instructor programs to law enforcement agencies in Indiana. This new program will hopefully fill the need of certifying instructors for the upcoming, required Defensive Tactics in-service training changes, beginning January 1, 2024. Interested agencies must be able to meet Host Agency requirements listed below. Please contact Instructor Andy Weidner at jweidner1@ilea.in.gov with any questions.
Duties of the Host Agency. The Host Agency shall provide the following services relative to this Agreement:
- The Host Agency will provide a classroom suitable for twenty (20) students, on the first and last day of the course, and should include a computer with internet access, projector, and screen. If this equipment is not available, the State can furnish one with advance notice.
- The Host Agency will provide a training space/gym with mats that can be laid down, or a mat room, capable of holding twenty (20) students, approximately 2,900 square feet, with final approval authority by the State.
- The Host Agency shall provide a sufficient number of striking pads. If this equipment is not available, the State will furnish the equipment with advance notice.
- The Host Agency will provide a minimum of two (2) guest instructors. Name, Agency, and Instructor number, of guest instructor, will be submitted to ILEA two weeks prior to start of course. If the Host Agency cannot provide minimum of two (2) guest instructors, the Host Agency must provide ILEA a three (3)-week notice.
- The Host Agency will provide an on-site first aid kit and AED.
- The Host Agency shall confirm the above requirements are met, with final approval authority by ILEA, at least five (5) business days, prior to the training.
- The Host Agency shall set and collect the tuition for this course. Acceptable forms of payment must be verified with the Host Agency. If a student is unable to attend this course, the student must cancel with the Indiana Law Enforcement Academy Registrar within five (5) working days prior to the start of the course or the department will be responsible for payment in full. No student substitutions, course or department credit will be permitted. Tuition costs shall be refunded to the students by the Host Agency for proper student cancellations and cancelled courses.
- Course registration is available through ACADIS and will be managed by the State. Seating is limited to twenty-two (20) students. Cancellation of the course will be determined by the Host Agency at least two (2) weeks prior to the scheduled start date of the class. The Host Agency shall immediately notify the State of the cancellation.
- It is the Host Agency’s discretion as to how to fill the class. However, host agencies are strongly encouraged to allow other agencies to participate. Once a student is accepted, it is the Host Agency’s responsibility to provide the student with a student information packet.
- The Host Agency will provide per diem, consisting of lodging and daily meal subsistence, for State staff and guest instructors who choose to stay overnight due to their assignment in the training course. Staff and guest instructors will notify the Host Agency of the need for lodging at least two (2) weeks prior to the scheduled training, and the Host Agency will be responsible for all lodging arrangements. Lodging shall include a single occupant, non-smoking room, with a king-size bed. Lodging shall be reserved one (1) week prior to the scheduled training date. Permitted expenses shall be in accordance with the Indiana Department of Administration Travel Policy and Procedures in effect at the time the expenditure is made.
Duties of the State. The State shall provide the following services relative to this Agreement:
- ILEA staff instructors will be provided by the State. Guest instructors will be provided by the State if the Host Agency is unable to meet the requirements of I.D., with advanced notice.
- The State will be responsible for all course documentation (rosters, schedules, certificates, data sheets, etc.).
- Course curriculum and class instruction will be the responsibility of the State.
- Student manuals and all other course material will be supplied by the State.
- Transportation to/from the training site will be provided by the State for staff instructors. Guest instructors will be responsible for providing their own transportation to/from the training site.
Course registration will be managed by the State through ACADIS.
