IVOSB Program Requirements

Businesses Headquartered in Indiana

U.S. Department of Veterans Affairs (“VA”) has ceased accepting new applications for Veteran-owned small business verification or reverification as of October 24, 2022. This action was taken to facilitate the January 1, 2023, transfer verification functions of the Center for Verification and Evaluation (“CVE”) from the VA to the Small Business Administration (“SBA”) as mandated by the 2021 National Defense Authorization Act.

Pursuant to 25 IAC 9-4-3, the Division will verify the SBA’s Veteran Small Business Certification (VetCert); however, applicants seeking IVOSB certification are still required to apply with the Indiana Department of Administration, the state program database maintained by the Division of Supplier Diversity. If you have additional questions about SBA’s CVE VA certification program, please contact SBA at cvetransfer@sba.gov.

Businesses headquartered in Indiana that either have or don’t have their SBA VetCert can apply for IVOSB certification by completing the state application and providing the required documents.

Businesses Headquartered Outside Indiana

  • Businesses headquartered outside Indiana can apply for IVOSB certification by completing the state application and providing the required documents.
  • Foreign businesses (outside Indiana) are only eligible for IVOSB certification if they meet one of the following criteria:
    • Pays the majority of its payroll (in dollar volume) to residents of Indiana;
    • Employs Indiana residents as a majority of its employees, or
    • Makes a significant capital investment in Indiana
  • On the state application, foreign businesses must identify which criteria above qualify them as an Indiana business. The Indiana Department of Administration will request additional information to confirm eligibility based on the chosen criteria.
