Septic Permitting Process:
The septic permitting process has 5 main steps. The first 2 steps don’t have to be done in order. These steps are as follows:
- Septic Permit Application Submittal
- Soil Evaluation conducted by IRSS registered Soil Scientist
- Minimum Specifications Document completed by Health Department Staff
- Septic Site Plan submittal and finalization
- Septic Permit Issuance
For a more in depth break down of the Septic Permitting Process Steps:
- Submit a septic permit application and complete payment to the Vital Records Team. They can be contacted at 812-349-2542. The septic permit number will be needed to conduct payment. This is generated upon submittal of your application.
- Most septic permits will require a soil evaluation conducted by a Soil Scientist registered with the IRSS. The soil evaluation will be done in the area of the new septic field. This is to ascertain the properties of the soil, which affects the design of the septic system. Any septic permit involving work being completed on an existing or new septic field will require a soil evaluation.

- Once the soil report has been uploaded, a member of the Wastewater Staff will evaluate the report and create a document titled “Minimum Specs”. This document states some septic system criteria and is intended for the designer/ installer of the septic system. The Minimum Specs will be uploaded to the OpenGov Septic Permit Application by a Wastewater Staff member. This document can be given to the designer/ installer to aid in design criteria. It is the responsibility of the applicant to contact their preferred contractor.
- A design for the septic system will have to be uploaded to OpenGov or emailed to a member of the Wastewater Staff. This Septic Site Plan is usually done by a Septic Installer. This Septic Site Plan will be evaluated by a member of the Wastewater Staff. If any adjustments need to be made, communication is typically done between the Installer and the Staff member.
- Once a Septic Site Plan has been finalized, a member of Wastewater Staff will complete the application step to issue a Septic Permit. This Septic Permit will be viewable and downloadable on OpenGov. Paper copies can be obtained at the Health Department.
