Collaborative Justice Project Working Subcommittee

On June 11, 2026, various Monroe County elected officials and City of Bloomington elected officials met to discuss next steps for the Correctional Center/Justice Center project. The Monroe County Council voted to approve the establishment of a Collaborative Justice Project Working Subcommittee in cooperation with the Bloomington Common Council. (Home Rule Authority (IC 36-1-3 et al).

The Collaborative Justice Project Working Subcommittee shall consist of the following appointed members:

  1. A representative from the Monroe County Board of Commissioners;
  2. The Mayor of the City of Bloomington or designee;
  3. A Monroe County Council member;
  4. A Bloomington Common Council member;
  5. The Monroe County Prosecutor or designee; and
  6. The Monroe County Chief Public Defender or designee.

Representatives of the following departments are invited to serve on this working subcommittee as ex-officio members: Monroe County Sheriff and the Monroe County Judges. The designation as ex-officio is based on communication from the identified entities and does not limit their future participation on the collaborative subcommittee should they elect to do so.

The Collaborative Justice Project Working Subcommittee:

  1. shall serve in an advisory role to help facilitate the identification of a possible location for the construction of a new Correctional Center/Justice Center
  2. shall be to identify the procedural steps necessary, if the proposed location were pursued by authorized Monroe County officials.
  3. Shall evaluate three (3) to four (4) properties within the city limits; and
  4. recommend one (1) to the larger group of Elected Officials.
  5. focus shall be on the location of the Correctional Center/Justice Center only at this time.
  6. will make recommendations to the Monroe County Council and Bloomington Common Council tentatively on or before July 13, 2026.
