Project L.O.V.E. (Law Officer Voucher & Enforcement) is a program designed specifically for law enforcement to save children from serious injury and death in motor vehicle crashes. The voucher provides families with education on proper use and installation of child restraints. It may also provide child restraints if certain circumstances are met.

In September 2014, the Project L.O.V.E. vouchers were added to E-citations and now automatically print when a child restraint violation is issued. The paper vouchers can also be used if the officer does not have E-citations or would like to issue one at the scene of a crash.

The Indiana Criminal Justice Institute and the Automotive Safety Program can provide law officers with paper vouchers if they are not yet using E-citation or wish to have them at the scene of a crash. Parents/caregivers can redeem vouchers at the permanent fitting station nearest to their home where they will be provided with a child restraint (if deemed necessary by the certified child passenger safety technician) and education on proper use and installation.

The voucher is not intended to replace a citation; however, in some cases the judge may waive the citation fee after the violator shows proof of redeeming the voucher.
