The state will continue to offer an opportunity for you to save $35 in medical premiums per pay period by agreeing not to use tobacco during the 2025 plan year. To be eligible, you must be tobacco-free by January 1, 2025, and continue to be so through the calendar year.
To receive the premium reduction, you must accept the Non-Tobacco Use Agreement within your Open Enrollment event. By selecting the “I accept” button you are agreeing to not use any tobacco products throughout 2025 and understand that you may be subject to cotinine testing and agree to such testing. A positive test result creates a rebuttable presumption of tobacco use and breach of the agreement. If you accept the agreement and later use tobacco or otherwise breach the agreement, your employment will be terminated.
The only exception to the job loss penalty is if you revoke the agreement in PeopleSoft prior to using any tobacco product. When revoking the agreement, you agree to repay the State of Indiana for each $35 bi-weekly premium reduction you received for 2025.
The incentive is available only to state employees who have enrolled in medical coverage. Additionally, please be aware that if your physician determines abstaining from the use of tobacco is not medically appropriate, a reasonable alternative standard will be made available for the incentive.
Only proof of use of an FDA approved Nicotine Replacement Therapy product will be accepted as evidence to rebut the presumption of tobacco use that constitutes a breach of the Non-Tobacco Use Agreement. Vaping and e-cigarette products are not legitimate, FDA approved nicotine replacement therapy products.
