Joshua Bain was appointed to the Commission on Aug. 6, 2026, by Governor Mike Braun.
Prior to his appointment to the Commission, Bain served as Executive Director of Legislative and Intergovernmental Affairs at the Indiana Department of Environmental Management, where he worked on legislative and governmental affairs involving environmental policy and state government.
Before joining IDEM, Bain worked for an energy-focused nonprofit organization that helped local governments and communities navigate major energy generation projects and better understand the opportunities and challenges associated with Indiana’s evolving energy landscape.
Bain previously served for six years as a member of the Indianapolis City-County Council, representing the Southwest Side of Indianapolis and Marion County. During his tenure, he worked on issues involving infrastructure, economic development, and Public Safety, while advocating for the residents and communities of southwest Marion County.
Commissioner Bain earned his degree in Public Affairs from the Indiana University School of Public and Environmental Affairs at IUPUI. Bain and his family reside in Camby, and are active members of Calvary Tabernacle in Indianapolis.
