Hester Shultz Scholarship

Scholarship Description

The vision of Indiana’s tobacco control plan is an Indiana where all are free from tobacco addiction and exposure to commercial tobacco products.

In supporting that vision, the Tobacco Prevention and Cessation Division of the Indiana Department of Health, along with tobacco control partners and coalition members have established a scholarship in memory of Hester Graham Shultz, a civil servant who worked tirelessly to champion smokefree air laws in Indiana.

Scholarship Structure

Each year an individual will be selected to receive the Hester Shultz Scholarship for their hard work, passion and commitment to pursuing optimal health for all through advocacy efforts within the tobacco control movement in the State of Indiana. The spirit of this scholarship is to further develop individuals who will be an inspiration to others and contribute to the vibrancy of Indiana communities through social norm and policy changes that improve quality of life.

The scholarship is offered through a competitive application process available for an educational or professional development opportunity.  Eligible candidates could be an undergraduate or graduate college student, or an individual pursuing a professional credential or certificate, or someone seeking skills development or training.  Eligible candidates would be those who have been active with tobacco prevention and cessation efforts in Indiana, such as engagement with VOICE Indiana, a local tobacco control coalition, or active in public health policy and advocacy. Applicants should be adults who have completed at least one year of college or work experience.  This scholarship is not intended for a graduating high school senior.

  • A $1,000 scholarship will be available for one individual each year.
  • Applications open April 14, 2026.
  • The deadline to apply is June 5, 2026.
  • The award will be announced late June (2026)
