Kevin Gulley currently serves as Commissioner at the Indiana Department of Revenue (DOR). He brings decades of public and private sector experience to the Commissioner’s role. His tenure with DOR started in 2007. Then in 2014, he became the Department’s Chief Information Officer (CIO).
In his capacity as CIO, Kevin was instrumental in orchestrating technology and modernization efforts throughout the agency, including initiatives like Project NextDOR, which strengthened the Department’s digital infrastructure and service delivery systems.
Before joining the Department, Kevin honed his leadership skills in the private sector through key roles such as Vice President overseeing Health and Corporate Systems at Conseco Insurance Companies, as well as leadership positions at Anthem Insurance Companies in areas like information management and actuarial systems.
Kevin earned a B.S. in Quantitative Business Analysis from the Indiana University Kelley School of Business and holds an MBA from Butler University.
