New Program Proposal Review Process
The Indiana Department of Education (IDOE) encourages the development of high quality and rigorous educational programs for future Indiana educators. All new proposals are reviewed by the Indiana Department of Education. Representatives from various fields, including higher education, P-12 schools and administration, the IDOE, the Indiana Commission for Higher Education, and/or others with experience in a related content field are invited to assist in the review process. Proposals recommended for approval must receive official approval status from the Indiana State Board of Education.
New Program Proposal Submission Forms and Process
All new program proposals must be submitted electronically to sbogan@doe.in.gov. There are no character or page limits, but only electronic submissions will be accepted. Do not mail materials to our office.
Note: All materials submitted to the Indiana Department of Education may be accessed and reviewed by the public upon request.

Programs (EPP and LCP)
In order to avoid confusion, please review the following before referencing a “program” within your proposal. It may help to refer to the following (EPP, LCP, etc.), as well as the “resource section” at the end of the rubric feedback form above.
- Educator Preparation Program (EPP) refers to the institution or entity offering one or more licensure content areas (Example: Butler University is an EPP).
- Licensing Content Program (LCP) refers to a course program within an EPP resulting in a license (Example: Butler University (EPP) offers a program for licensure in secondary mathematics (LCP in Secondary Mathematics).
Accreditation
All programs (EPP and LCP) must be aligned to state and national standards expected of Indiana programs (see Educator Standards). Indiana educators will be required to pass licensure assessments based on the same standards.
All programs (EPP and LCP) will be required to seek and maintain national accreditation from the Council for the Accreditation of Educator Preparation (CAEP) or the Association for Advancing Quality in Educator Preparation (AAQEP). Career Specialist Permit (CSP) Pedagogy Provider Approval Process
The Career Specialist Permit is a new licensing option under REPA 3 for individuals interested in secondary (5-12) teaching. In order to be eligible for this permit, applicants must have a bachelor’s degree with a 3.0/4.0 GPA in a licensure content area, pass the appropriate CORE content exam, and provide verification of 6,000 hours of content-related nonteaching occupational experience within the past five (5) years. The initial permit is valid for two (2) years and can only be renewed after the completion of a State Board of Education-approved pedagogy component. The component may be offered by the school in which the person is teaching, a college or university, or another entity. The component must also begin within 30 days of accepting a teaching position.
The Indiana Department of Education will review all pedagogy component proposals prior to recommending approval to the board.
