Division of Youth Services oversees all aspects of Indiana Department of Correction juvenile care. We recognize that impacting the lives of troubled youth requires juvenile specific services.
Juvenile Detention Alternatives Initiative (JDAI)
JDAI is a values-based model for youth justice system improvement. It was developed by the Annie E. Casey Foundation in the early 1990s and was adopted as Indiana’s platform for system improvement in 2009. The model is grounded in eight core strategies, with Collaboration as its foundation. To operationalize this strategy, Indiana JDAI developed a governance structure that includes leadership by partner agencies and DOC-DYS was one of the first to join. As a partner agency, DOC-DYS administers the JDAI grants that are available to participating counties and promotes the goals of JDAI. Currently, there are 37 participating counties, home to 74% of Indiana’s youth population, aged 10-17. Comparing 2024 data to each county’s baseline year, JDAI has demonstrated:
- 74% reduction in admissions to secure detention
- 52% reduction in felony petitions filed
- 58% reduction in average daily population in secure detention
- 71% reduction in commitments to the DOC-DYS
This data reflects the commitment to public safety and saving of taxpayer funds that result from implementation of JDAI.

Juvenile Community Corrections Grants
The Community Corrections Division distributes funding assistance to local jurisdictions who have established community supervision programs or residential services for adult offenders that are re-integrating into the community who, otherwise, would be incarcerated in local jails or state prisons.
Juvenile Community Corrections centers can apply for this grant on an annual basis. The grant should go to programs that fall under at least one of the following:

Proactive efforts including risk reduction and resiliency building approaches, focused on keeping youth from entering the juvenile justice system
- Diversion

Efforts to redirect youth who have come into contact with the juvenile justice system away from formal court proceedings while holding the youth accountable for their actions

Services or programs that emphasize the prevention or continued delinquent behavior for pre-adjudicated youth or efforts focused on helping post-adjudicated youth develop new skills to avoid criminal behavior; achieving restitution for victims; holding youth accountable for criminal behavior in a developmentally appropriate way; and addressing criminogenic needs

Juvenile Detention Centers
The IDOC is responsible for conducting annual inspections of juvenile detention centers for compliance with the Indiana Juvenile Detention Standards, pursuant to 201 IAC 9. In the State of Indiana there are currently seventeen youth detention centers. Compliance with 100% of the mandatory standards and at least 90% of the recommended standards is necessary to attain “Full Compliance” with the afore mentioned code.
