What is a dependent child?

The IRS considers the children living in my house dependents but they are not my biological children, stepchildren, or adopted children. Are they dependent?

What is considered an available asset?
An available asset is an account, investment, or other item that could be used to meet the financial needs of the veteran/veteran’s family. In other words, an available asset is something that could be used by the veteran or veteran’s family to pay the bills that the MFRF Program is being asked to pay.
Poverty Guideline
How do I determine the poverty guideline limit for my household?
The poverty guideline limit is based on the veteran and veteran’s spouse’s federal gross income. The poverty guideline limit is based on the number of individuals in the household and is twice the federal poverty guideline.

What is gross income?
Why does the MFRF Program use my gross income instead of my take home pay?
I receive VA Compensation from the United States Department of Veterans’ Affairs. Does that get included in the poverty guideline calculation?
I receive benefits from the Social Security Administration. Does that get included in the poverty guideline calculation?
Gross pay is the amount you get before anything comes out of your pay.The Indiana law requires the MFRF Program to use a household’s gross income, not take home pay.No. VA Compensation is not included in the poverty guideline calculation since it is non-taxable.No. Social Security is not included in the poverty guideline calculation since it is nontaxable.
Final Decision & Appeal
How will I be notified of the final decision once my application has been processed?
If I disagree with the final decision, what can I do?
How does the appeal process work?
You will be notified of the final decision by mail or email. If you do not have an email address, the MFRF Team will mail you the final decision letter.Appeal. There is an appeal process in place if you disagree with the final decision. You will need to write a statement saying that you want to appeal and why you disagree with the decision. Email that statement to MFRF@dva.in.gov.After IDVA receives your appeal letter, a hearing will be scheduled with an administrative law judge (ALJ) who is an independent third person who will hear the facts of the appeal and make a decision. All hearings are held on the telephone. About ten days after the hearing, the ALJ will email his/her decision to IDVA and the veteran.
