Consultant/Design services
The Indiana Stream and Wetland Mitigation Program (IN SWMP) will require a variety of private-sector consulting and engineering services to identify, assess, plan, design, permit, construct/implement, monitor and maintain mitigation projects and perform the necessary habitat restoration, enhancement and/or preservation related tasks.
IN SWMP consulting and engineering needs will require contracts through the Indiana Department of Administration (IDOA) Division of Public Works process under the pre-qualification category below. All designers and planners for IDOA Public Works projects MUST be pre-qualified through the Public Works Certification Board. Pre-qualification requires submission of an application for review by the Public Works Certification Board members.
The Consultant Services pre-qualification category is “Wetland and Prairie Restoration”, which includes requirements for stream and wetland mitigation work experience and providing project successes.

Any contactors and/or sub-consultants performing construction and/or maintenance on the ground for IN SWMP projects also need to be pre-qualified through the Public Works Certification Board under the 1799.22 - Wetland, Stream and Upland Restoration and Mitigation category. Pre-qualification requires submission of an application for review by the Public Works Certification Board.

DNR IN SWMP will implement ecologically significant project designs that are subject to stringent regulatory success criteria. Experience in constructing natural stream designs is highly preferred.
We currently have firms working in each service area to assist the DNR with programmatic needs; however, if a pre-qualified firm/team has a potential project with a willing landowner who they feel would make an excellent mitigation/restoration project site for the DNR IN SWMP, or if you have any questions about DNR IN SWMP and our contracting processes, please contact IN SWMP Program Director Brad Baldwin.
Contractors and Sub-Contractors
IN SWMP will bid out implementation/construction of mitigation project designs through IDOA Division of Public Works for construction and maintenance activities.
All contractors and subcontractors that want to bid on IDOA Public Works projects with construction costs estimated to be greater than $150,000 MUST be pre-qualified through the Public Works Certification Board. Pre-qualification requires submission of an application for review by the Public Works Certification Board.
