Noble County Communications

Noble County Communications is a Regional Dispatch Center (RDC) providing dispatch service to 7 Law Enforcement Agencies and 10 Fire Departments within Noble County.   The Communications Center is staffed 24 hours a day, seven days a week by 12 full-time dispatchers, with additional shift coverage provided by part-time dispatchers.

For each shift, at least two dispatchers have the responsibility of answering all 911 emergency and non-emergency business calls directed to the Noble County Sheriff’s Department, and providing dispatching services to Law Enforcement Agencies and Fire Departments within Noble County.  Due to the confidential nature of Criminal Justice Information, FBI CJIS regulations and Indiana State Police guidelines, the Communications Center is a secure office not open to the public.  If you have an Emergency, Dial 9-1-1.

The Communications Center fields over 9,600 911 calls, 25,000 non-emergency business line calls and makes an additional 17,000+ outbound calls annually.

Jay Cheshier - 911 Director

Jay brings 19 years of law enforcement experience to his work, including 12 years as a Jail Sergeant for the Noble County Sheriff's Department. He also has 7 years of public safety dispatching experience between Noble County Communications and the City of Kendallville Police Department, giving him a well-rounded perspective across operations, communications, and frontline support. Jay holds a B.S. in Business Administration from Ball State University.

Kelly Landers - 911 Deputy Director

Kelly brings 26 years of public safety dispatch experience, with a career spanning from LaGrange County Communications, the Indiana State Police, and Noble County Communications. With a deep commitment to service beyond the console, Kelly has been an active member of the Johnson Township Fire Department for 19 years, supporting local emergency response and community safety efforts.

For over a decade, Kelly has also specialized in Search & Rescue and accelerant detection, working for 13 years alongside highly trained German Shepherds and Labrador Retrievers. This unique blend of communications expertise, field experience, and canine detection work reflects a steady, mission-focused approach to helping agencies and communities respond effectively when it matters most.
