ICJI conducted an analysis of impaired driving offenses involving alcohol or drugs using arrest data, driver license suspensions and citations for Operating While Intoxicated offenses. Additionally, data was analyzed for alcohol breath tests and drug blood tests submitted to the Indiana Department of Toxicology. The following dashboards display statewide totals and county level data over a five-year period.

- Arrest
This dashboard displays county level arrest data for Operating While Intoxicated (OWI) offenses involving alcohol, drug, or alcohol or drug (the impairment type is not specified). The data was obtained from MPH’s dashboard that utilizes data from the LiveScan system. The LiveScan system is used for fingerprinting at the time of arrest and is managed by the Indiana State Police.
- Suspensions
This dashboard displays county level data for drivers license suspensions issued following the filing of a probable cause affidavit for an Operating While Intoxicated offense. The dashboard also shows the percent of individuals that received a suspended license with an OWI that resulted in injury or death of a person, as well as the percent who received a suspended license for OWI with a prior OWI conviction. The data was obtained from the Indiana Bureau of Motor Vehicles.
- E-Citations
This dashboard displays county level data for the number of citations given for Operating While Intoxicated (OWI) offenses involving alcohol, drug, or alcohol or drug (the impairment type is not specified). The dashboard also shows the percent of citations that received a prior OWI conviction, the percent with an OWI that resulted in injury or death of a person and the percent that involved a crash. The data was obtained from Indiana’s Electronic Citation and Warning System (eCWS).
- Toxicology
This dashboard displays county level data for the number of alcohol breath tests and drug blood tests submitted to the Indiana Department of Toxicology for analysis. The dashboard also shows the number of tests that were positive for either alcohol or drugs and indicates the type of drug and the level of BAC. The percent change of positive tests from year-to-year is also shown. The data was obtained from the Indiana Department of Toxicology. It should be noted that the Department of Toxicology handles the majority of blood test samples submitted in Indiana, but not all of them. A few law enforcement agencies submit their samples to other labs, and that data is not included in this dashboard.
