This page provides useful resources and answers to frequently asked questions for BMV's Driver Education schools and instructors. All aspects of driver education instruction are outlined in the Indiana Administrative Code (IAC) 140 IAC 4. IAC sets the standards and requirements for all driver education training schools and instructors.
All school and instructor licenses expire on 06/30/2026. Follow the guidelines below to ensure your application is processed on time.

Driver Training School Application & Renewal Checklist
The following items are required for licensing:
- You must first register your business with the Secretary of State and provide paperwork to show registration of the business. Not required for public/private schools.
- A fingerprint-based full national criminal background check of each of the school's owners/ administrators dated within ninety (90) days of the application.
- Copies of contracts or agreements with any person who conducts business with the school related to courses.
- A schedule of all tuition, fees, and charges to be made by the school.
- Samples of student contracts and registration forms to be used by the school.
- A certificate of insurance that demonstrates the minimum insurance coverage set forth in 140 IAC 4-1.5-2.
- A copy of Course Curriculum/ Syllabus and name of textbook being used.
- The fee for an application for a driver training school license is one hundred dollars ($100) per location. School corporations as defined in IC 36-1-2-17 and state educational institutions as defined in IC 21-7-13-32 are exempt from the driver training school license, renewal, and amendment fees.

Driver Training School Instructor Application & Renewal Checklist
The following items are required for licensing:
- A fingerprint-based full national criminal background check dated within ninety (90) days of the application.
- If not currently holding an Indiana issued driver’s license, a certified copy of the driver records from the state that issued your current driver’s license.
- Completed Driver Training School Instructor Physical Examination – State Form 53312 dated within ninety (90) days of application.
- Name and address of each employer for the past five (5) years
- Education requirements:
- Proof you have earned fifty-one (51) semester hours at a postsecondary educational institution and nine (9) credit hours of driver education training that included theoretical and behind-the-wheel training consistent with nationally accepted standards in traffic safety and was part of a curriculum approved by the commission for higher education, OR
- Proof you have completed a bureau approved instructor training program and completed twenty (20) hours of behind-the-wheel training instruction that meet the standards set forth in 140 IAC 4-4-1.2

Renewals
The following items are required for licensing:
- Instructor & School Renewals: A fingerprint-based full national criminal background check dated within ninety (90) days of the application. Your fingerprints MUST be within the 90 days from the date of your application, or you will be denied.
- Instructor Renewals: Completed Driver Training School Instructor Physical Examination – State Form 53312 dated within ninety (90) days of application. Your physical MUST be dated within 90 days of your application or you will be denied.
Secretary of State Paperwork
All BMV licensed Driver Training Schools must be actively registered on the Secretary of State website. Your Secretary of State paperwork MUST be up to date! If the SOS paperwork is not current for the 2026 year your license will be denied.
How to Submit Your Documents to the BMV
First, you will apply online and pay your fees through myBMV. Next, email all your required documents to DriverEducation@bmv.IN.gov.
- All documents MUST be emailed as a PDF attachment. Please DO NOT send screenshots or embedded links (we are unable to click these due to external website blockers.)
- All documents must have current dates on them to reflect the 2026 year, or your license can be delayed or denied.
- Inkless/State Police: Make sure your results are sent to BMV Driver Training and NOT to your employer/previous employer. Also, double check the spelling of your name before you leave your appointment.
- On an excel spreadsheet, please have one tab with a list of your instructors and include their first name, last name, and email address. On another tab, list all vehicles and include the VIN, license plate number, year, make, model, and color.

You do not have to wait until the individual is age eligible to administer an exam. The individual is only required to have a valid learner’s permit and have completed the 36 driver education hours if driver education is required based on age.
No. The skills exam cannot be administered on the same day as their 6th drive.
If the individual is not required to complete a driver education course based on age, yes, you may administer a skills exam if the individual has a valid learner’s permit. If the individual is required to complete a driver education program based on age, that individual must have a valid learner’s permit and have completed the 36 driver education program hours. You do not have to administer a skills exam before an individual is 16 and 90 days old. This is now an option for providers.
Yes, as the student has a valid learner's permit.
A statute is the law because it was passed by the general assembly and signed by the Governor. If a statute contradicts a rule, the statute takes priority. In this case this statute was specifically passed to overrule the rule. Our next steps are to engage in the rule-making process to make the rules consistent with the statute.
No. If an individual is 15, they would do the following to obtain a license:
- have successfully completed the theoretical portion of driver education
- have registered for behind the wheel hours
- passed the written exam at the license branch and provided the appropriate documentation from the drive school to obtain their learner permit
- hold their permit for 180 days
- must be 16 + 90 days old
- must pass a skills exam
If an individual is 16 or over, they would do the following to obtain a license:
- hold a learner’s permit for 180 days
- must be 16 + 270 days old if the individual did not complete a driver education course
- must be 16 + 90 days old if the individual did complete a driver education course
- must pass a skills exam

Yes. Current IAC (140 IAC 4-4-1.2) stipulates driving schools shall provide training on parallel parking.
There is nothing written that would prohibit you from doing so, however we recommend such action is not good business practice. We will work to address this directly in writing.
Officially yes, as of 7/7/2023 electronic signatures are accepted driver education forms.
The form will be published in the State Forms Online Catalog on Friday, September 1, 2023.
Yes, the old State Form 55745 will still be accepted until further notice- State Form 55745 has been updated, and will now be used to affirm successful completion of the driving skills test for permit holders both with or without driver’s education.
