Since 1935 eighteen men and one woman have served as Superintendent of the Indiana State Excise Police. By statute, all Superintendents appointed after July 1, 2003 must have ten years of active law enforcement experience.

On May 5, 1935, Bloomington resident Ray Hinkle was appointed to head Fry's new law enforcement agency. The son of a police officer, the thirty-four year old Hinkle had previously served as his hometown's first motorcycle cop, a Detroit Police Department Detective, an Indiana Reformatory guard, and an Indiana University Police Officer. He took an indefinite leave of absence from his job as the Lieutenant of the Indiana State Police Department's Bedford Post to assume command of the Excise Police.
