College students may only register at one of two places:
1. The address where they live while attending school; OR
2. The address where they live while not attending school
NOTE: The intent of where students plan to return after attending college, or during summer and winter breaks, is not to be factored into the decision to approve their registration. They may register at school, if they so choose.
It is a violation of election law to challenge a voter solely on the basis that: (1) the voter is enrolled in an educational institution or; (2) the voter’s address on the registration record is at an address which is housing provided for students by an educational institution. (IC 3-5-4.5-2)
Certain first-time voters in Indiana may be required to present proof of residency documentation before voting to confirm their Indiana residence address. The proof of residency requirement applies to a first time voter in Indiana who submits a state or federal “mail-in” or paper voter registration form by mail or hand-delivery and, in the voter ID section of the form, marks “none” OR provides an Indiana driver’s license, state ID, or learner’s permit number or the last four digits of their Social Security Number that cannot be validated through the statewide voter registration system.
The proof of residency requirement does not apply to an individual who registers to vote online at indianavoters.com or through the Indiana Bureau of Motor Vehicles, since a voter is required to have an Indiana credential (that is, driver’s license, state ID or learner’s permit) to register through these channels. This requirement also does not apply to a first time voter who submits a paper voter registration form and their Indiana credential number or Social Security number is validated through the statewide voter registration system OR the voter provided proof of residency documentation as described below with their paper registration form.
You can satisfy the proof of residency requirement, if required, by presenting one of the following documents before voting:
- Indiana Driver’s License or Indiana State Identification Card or Indiana Learner’s Permit, if the credential includes the voter’s current name and address that conforms with the registration record;
- Any current and valid photo ID issued by the U.S. government, State of Indiana or a Native American Indian tribe or band recognized by the United States government that contains the voter’s current name and address that conforms with the registration record;
- A current utility bill, with the voter’s current name and address that conforms with the registration record;
- A bank statement, with the voter’s current name and address that conforms with the registration record;
- Government check with the voter’s current name and address that conforms with the registration record;
- Paycheck with the voter’s current name and address that conforms with the registration record; or
- Other government document that shows voter’s current name and address that conforms with the registration record.
A first-time voter who requests to vote by mail will be sent the ABS-12 form with their absentee balloting materials. This affidavit must be completed by the voter and a copy of the residency documentation noted above attached. If a first-time voter does not provide proof of residency documentation with their absentee ballot, then the absentee ballot is made provisional. If a first-time voter cannot provide proof of residency documentation when voting in-person during early voting or on Election Day, then the voter may vote a provisional ballot. In either case, the voter has until 6PM on Election Day to bring their proof of residency documentation to the county election board to have their provisional ballot counted.
Residency documentation for certain first-time voters is in addition to the state’s photo ID requirement needed to vote in-person to prove a person’s identity. For more information please visit, http://www.photoid.in.gov/.
NOTE: An ID issued by the US Department of Defense, a branch of the uniformed services, the Merchant Marines, the U.S. Department of Veterans Affairs (or Veterans Administration), the Indiana National Guard or a Native American Indian tribe or band recognized by the United States government is not required to have an expiration date, or may state that the document has an "Indefinite" expiration date.
