NON-RESIDENT RETALIATORY FEE UPDATES. Effective January 1, 2021, various non-resident licensing retaliatory fee updates go into effect for non-resident license applications of individuals and business entities residing in various states. The updates are detailed in the following NIPR notice: Indiana - retaliatory fee updates and additions. The updates apply to new/initial license applications only. Associated updates to license renewals and reinstatements are expected to go into effect on February 1, 2021 for renewals and reinstatements expiring on or after April 30, 2021. Posted 12/31/2020

UPDATED BAIL AND RECOVERY AGENT LAWS & REGULATIONS HANDBOOK. The Indiana Department of Insurance (IDOI) Bail and Recovery Agent Laws & Regulations handbook has been updated with bail laws and regulations effective as of July 1, 2020. The updated handbook may be accessed through the Bail and Recovery Agent licensing webpage at https://www.in.gov/idoi/2491.htm. Posted 11/19/2020

EXAMS NOW OFFERED IN SPANISH. As of November 1, 2020, Indiana Department of Insurance (IDOI) license examinations are now offered in Spanish for the following exam types: Health, Life, Life & Health, Navigator, Personal Lines, Property & Casualty. After selecting one of these exam types during the online scheduling process, candidates will be asked their preferred language for the exam. They may select “English” for an exam in English or “Spanish-Modern” for an exam in Spanish. Also, Spanish exams are only being offered at physical test center locations, not through the OnVUE online proctoring service. Posted 11/2/2020

ONVUE ONLINE PROCTORING SERVICE – NOW LIVE!  Indiana Department of Insurance (IDOI) insurance license examinations may now be taken remotely (e.g., at home or work) through OnVUE—Pearson VUE’s online proctoring service. OnVUE is available for all IDOI examinations and no additional fees will be charged to candidates for using the service. Candidates will need to provide a reliable computer with a webcam and microphone, as well as a strong internet connection and a quiet, private room to take the exam. Candidates will be monitored through the webcam and microphone by a live proctor and video recording in order to ensure the integrity of the exam.

Scheduling of OnVUE exams, as well as information on the requirements, policies and procedures of online exams, is available through the IDOI OnVUE webpage at https://home.pearsonvue.com/in/insurance/onvue. In addition, IDOI exams may continue to be scheduled to be taken onsite at Pearson VUE, Ivy Tech and Ball State testing centers, however availability may currently be limited due to centers operating at 50% “social-distancing” capacity.

UNIFORM CLAIMS CERTIFICATION (UCC) WAIVER. Pursuant to HEA 1372, the Indiana Department of Insurance (IDOI) has approved the Uniform Claims Certification (UCC) offered by the Claims and Litigation Management Alliance (CLM), a member of The Institutes, as a waiver from Independent Adjuster pre-licensing education and exam requirements. Individuals applying for an Independent Adjuster license with IDOI who hold an active UCC are therefore exempt from Indiana pre-licensing education and exam requirements. A copy of an individual’s UCC certificate must be attached with the license application in order to receive the waiver. NIPR ATTACHMENT WAREHOUSE NOW SUPPORTING “ADDITIONAL DOCUMENTS.” Beginning August 21, 2020, the National Insurance Producer Registry (NIPR) Attachment Warehouse is supporting the submission of “Additional Documents” to state departments of insurance. Additional Documents are any documents that a state requires during the initial licensing or renewal process that are not related to uniform background questions, such as non-US-citizen work authorization documents or public adjuster bonds. ONVUE ONLINE PROCTORING SERVICE – COMING SEPT. 1ST!  Beginning September 1, 2020, insurance license candidates may begin scheduling Indiana Department of Insurance (IDOI) license examinations to be taken remotely (e.g., at home or work) through OnVUE, Pearson VUE’s online proctoring service. UPGRADE FROM AGENCYEDGE TO SIRCON. On August 14, 2020, Vertafore’s AgencyEDGE business-entity insurance license compliance system and name were upgraded to Sircon. Any business entity licensed with the Indiana Department of Insurance (IDOI) may use the Sircon system to track licensing requirements and compliance of the business entity and its licensed insurance professionals. IDOI EDUCATION ADVISORY COUNCIL APPOINTMENTS. Governor Holcomb announced on June 4 several new appointments and reappointments to various state boards and commissions, including the IDOI Education Advisory Council established under IC 27-1-15.7-6. The following new appointments and reappointments were announced to the Council, with terms to run through March 31, 2023:

UPDATED: TAKING LICENSING EXAMS WITH EXPIRED DOCUMENTATION. In response to the closing of testing sites due to the COVID-19 public health emergency, IDOI license candidates needing to take an exam when required exam documentation (i.e., course completion certificate, IDOI waiver, IDOI certificate of testing eligibility) expired between the closing of testing sites (March 16, 2020) and the reopening of testing sites (May 1, 2020 for Pearson VUE and July 15, 2020 for Ivy Tech), will have 90 days from July 15 to take an exam with the same, expired documentation (EOB July 14, 2020 July 30, 2020 October 13, 2020 for all testing sites). IVY TECH TESTING CENTERS TO REOPEN JULY 15. Ivy Tech testing centers throughout the state of Indiana will begin reopening for testing of IDOI license candidates on July 15. Candidates may begin scheduling exams at Ivy Tech centers on June 12. Capacity will be limited at first with seats, days and times, and will vary by campus, however capacity is expected to increase as conditions allow. Candidates are encouraged to schedule an exam as soon as possible and, once scheduled, continue to check the availability of exams online as new exam dates and times may frequently become available. Candidates might also consider scheduling exams at testing centers in different locations of the state if more convenient dates and times are available. Posted 6/9/2020

LICENSE EXPIRATION DATES EXTENDED TO JUNE 30, 2020. Pursuant to Governor Holcomb's Executive Order 20-31, IDOI license expiration dates within the declared COVID-19 public health emergency in Indiana will be extended to June 30, 2020. Outstanding license renewal applications and/or continuing education (CE) requirements that were due on March 31, 2020, April 30, 2020 or May 31, 2020 are now due on June 30, 2020. The new license expiration dates and CE due dates will be reflected online by June 30, 2020. Posted 6/4/2020

EXPANDED AVAILABILITY OF INDIANAPOLIS AND TERRE HAUTE EXAM SITES. Due to the limited availability of license examinations amid COVID-19 exam site closures and sites operating at 50% “social-distancing” capacity, IDOI and Pearson VUE have partnered together to expand the availability of IDOI licensing examinations at Pearson VUE testing centers in Indianapolis (North Meridian) and Terre Haute. When scheduling an exam online, IDOI candidates may see earlier and more frequent exam availability at those sites. Therefore, IDOI and Pearson VUE encourage candidates to consider those locations as options for testing, schedule an exam as soon as they can, and continually check the scheduling website as new seats are frequently becoming available. REOPENING OF PEARSON PROFESSIONAL TESTING CENTERS. As of May 1, 2020, Pearson VUE-owned and operated Pearson Professional Testing Centers are now open for testing in Indiana and throughout the United States for IDOI license candidates. The six Pearson centers in Indiana include Crown Point, Evansville, Fort Wayne, Indianapolis (2), and Terre Haute, and 21 centers are available in neighboring states. Due to the tentative closings of Ivy Tech testing centers until August 1 and Ball State until June 1, candidates may experience delays in availability of exams at Indiana testing centers when scheduling for exams. IDOI encourages candidates to schedule an exam as soon as possible and, once scheduled, continue to check the availability of exams online as new exam dates and locations are frequently coming available. Candidates may also consider scheduling exams at testing centers in different regions of the state or in other states if earlier exam dates are available. Posted 5/11/2020

AGENCY SERVICES TELEWORKING THROUGH APRIL 17. As a COVID-19 precaution, all IDOI Agency Services/Licensing staff are teleworking through April 17, 2020 and returning to the office April 20, 2020. Online license application and renewal processes, and course applications/renewals submitted online, will experience normal processing times. However, applications or supporting documents submitted by paper/mail/fax may experience significantly longer processing times. Therefore, we highly encourage license applicants, licensees and course providers to utilize online licensing services and avoid paper processes when possible. Agency Services is continually monitoring the situation and will provide any updates to IDOI licensing requirements or procedures as they become available. Posted 3/19/2020

PEARSON VUE CORONAVIRUS UPDATE PAGE. Pearson VUE has released a Coronavirus Update Page dedicated to sharing updates with testing candidates, including individuals taking IDOI licensing examinations. "As concerns related to the coronavirus (COVID-19) continue, our first priority is to ensure the safety of our testing candidates," the webpage says, "We’ll share updates with you as quickly as possible – check back often for additional updates." U.S. CENSUS 2020. The Indiana Department of Insurance (IDOI) is encouraging Hoosiers to participate in the 2020 U.S. Census. The following flyer explains the importance of the census to Hoosiers. Between March 12 and March 20, initial invitations to complete the census online or by phone will begin arriving at homes via the U.S. Postal Service. IDOI also encourages licensed Indiana insurance professionals to share the importance of the census when speaking with consumers and to share the flyer with consumers. ASSOCIATION MAINTENANCE SERVICE. Effective February 28, 2020, the Vertafore/Sircon Association Maintenance Service, through which a licensed resident or non-resident Producer Organization may add or remove a Designated Responsible Licensed Producer (DRLP) associated with the entity’s state license, has been updated to allow an entity to search for a DRLP by either National Producer Number (NPN), state License Number, or Social Security Number (SSN), not SSN only. In addition, the default search category of the three options is NPN. Posted 2/28/2020

NEW DEPUTY COMMISSIONER OF AGENCY SERVICES. Please join us in congratulating Randall Evans, former Deputy Commissioner of Agency Services, on his new position as Associate Commissioner of the Texas Department of Insurance. Randall’s last day with IDOI was December 30, 2019, after serving over 10 years at IDOI, first as a contractor and then in full-time leadership roles. UPDATED EXAMINATION CONTENT OUTLINES. All IDOI insurance licensing examination Content Outlines have been updated and are posted on the IDOI/Pearson VUE exam scheduling landing page at https://home.pearsonvue.com/in/insurance. The outlines identify topics that must be taught in pre-licensing education courses and are tested on IDOI licensing examinations. The number of questions devoted to each topic on exams are noted in the outlines. The updated outlines will be effective on examinations taken on or after February 28, 2020.

The outlines were updated in conjunction with exam review workshops held October 15-17 with IDOI, Pearson VUE, Indiana pre-licensing education providers, and other subject matter experts and industry professionals. Posted 12/20/2019

UPDATED AFFIDAVIT OF PERSONAL RESPONSIBILITY. An updated IDOI Affidavit of Personal Responsibility has been posted to the CE Providers General Information/Guidelines, PE and CE Related Links and Service Requests, Forms and Reporting Requirements webpages. The updated affidavit is to be used by CE Providers offering self-study courses. Posted 11/4/2019

LICENSE APPLICATION FEES - NONREFUNDABLE AND NONTRANSFERABLE. Several IDOI licensing webpages have been updated highlighting the rule that: All license application fees are nonrefundable and nontransferable. Any individual or business-entity initial license application fee or renewal fee that is submitted will not be refunded for any reason besides an identified online application system error that caused the submission. Also, a new license application or renewal fee paid for one license type cannot be transferred to cover the fee for a different license type. If an incorrect license type is applied for for any reason besides an identified online application system error that caused the incorrect submission, a new application and fee will need to be submitted for the correct license type and the other fee paid will be forfeited. LICENSE APPLICATION PROCESSING TIME. An insurance professional (e.g., producer, adjuster, consultant, navigator) license application submitted to the Indiana Department of Insurance (IDOI) has a processing time of 5-7 business days once the application and all required supporting documentation are received by IDOI, depending on the volume of applications being submitted at any given time. An application with a possible deniable background issue (e.g., a prohibited criminal or administrative offense) may have a processing time of 15-20 business days. Applications are reviewed in order by the date applications are received by IDOI and will not be reviewed sooner for any reason. If any supporting documentation is needed for an application, the applicant will receive an email from IDOI requesting the additional documentation. An application approved by IDOI will receive an automated approval email to the business email address on the application. Insurance license applicants should allow a minimum 5-7 business days for review of their applications before contacting IDOI. Posted 8/16/2019

PUBLIC ADJUSTER LICENSE EXPIRATION DATES. The Public Adjuster new resident licensing and new non-resident licensing requirements webpages were updated, clarifying that new Public Adjuster license applications that are received on October 1st or after will be issued with license expiration dates of December 31st of the following year. License applications that are received before October 1st will be issued with expiration dates of December 31st of the current year. Posted 8/13/2019

REQUESTS FOR PRODUCER CONTACT LISTS. Requests for producer contact lists must now be submitted by email to agentlicensing@idoi.in.gov. The email request should specify which of the following license type(s) should be included in the list: (A) Resident Producer Individuals; (B) Non-Resident Producer Individuals; (C) Resident Producer Organizations; or (D) Non-Resident Producer Organizations. After submission of a request, please allow 3-5 business days for response. Posted 7/3/2019

ENTERING NPN ON NEW LICENSE APPLICATION. New insurance license applicants who have an incorrect National Producer Number (NPN) entered on an application through www.nipr.com or www.sircon.com will have the application and payment declined, and a new license application will need to be submitted. The following is the application result and description/error message the applicant will receive after submitting the application:

Please note that the NPN field IS NOT a required field on a new license application. Also, depending on the browser or device an applicant is using to apply online, the online application could incorrectly auto-fill a number (e.g., telephone number) into the NPN field. If an applicant is a former producer with a previously assigned NPN, they must ensure that a correct NPN is entered. If a new applicant without a previously assigned NPN, the NPN field must be left blank before submitting the application. Otherwise, the application will be declined and a new license application will need to be submitted. Posted 6/27/2019

NEW IDOI LICENSING EXAMINATION PROVIDER. The Indiana Department of Insurance (IDOI) is pleased to announce its new insurance licensing examination provider, Pearson VUE. Please see the following memo regarding the transition and a list of some of the new features and services provided by Pearson VUE. IDOI licensing candidates can now use the new website www.pearsonvue.com/in/insurance to schedule their licensing exams for dates beginning May 30, 2019. First-time users must first create an account by selecting the “Create account” box and following the prompts. UPDATED PRODUCER LICENSING FAQS AND EXAM PROCEDURES WEBPAGE. The IDOI Producer Licensing FAQs and Examination Procedure Checklist webpage have been updated, providing detail as to the updated guidelines and procedures for scheduling and taking IDOI insurance licensing examinations through IDOI’s new exam vendor, Pearson VUE, for exam dates beginning May 30, 2019. TRANSFERRING A RESIDENT LICENSE TO INDIANA. Individuals and business entities with resident insurance licenses in other states who are moving their residency to Indiana no longer need to inactivate their previous resident state license before applying for a resident Indiana license. Once their new Indiana residency is established, they may apply for a resident Indiana license online through either www.nipr.com or www.sircon.com/Indiana without first inactivating the previous resident state license. This is to enable a timelier and more seamless license transfer process and prevent licensure in the previous resident state from being inactive during the license transfer process. If a licensee continues doing business in their previous resident state, the licensee must abide by the non-resident licensing requirements of that state. IDOI EXAMS ON MAY 30, 2019 AND AFTER. Candidates wanting to take IDOI licensing examinations on May 30, 2019 and after must now schedule the exams through Pearson VUE either online through https://home.pearsonvue.com/in/insurance or by calling 866-895-0496. UPDATED COURSE MATERIALS AND COURSE AUDITS. This is a reminder to all Indiana Education Providers that updates to any approved pre-licensing or continuing education course materials (e.g., course handouts, presentations, textbooks, outlines, etc.) must be submitted to IDOI before being implemented and delivered. IDOI approval is not required prior to implementing and delivering the updated material, as long as the material has been successfully submitted to IDOI. Updated course materials may be submitted to: Indiana Department of Insurance, c/o CE Coordinator, 311 W. Washington St. Suite 103, Indianapolis, IN 46204-2787.

In addition, an IDOI representative may conduct unannounced course audits of classroom or online courses to ensure compliance with approved course outlines and materials on record for courses, as well as laws and regulations pertaining to Indiana Education Providers. LICENSE REINSTATEMENT CLARIFICATIONS. An individual reinstating a resident producer license that has been expired for less than one (1) year, and who did not complete the required continuing education (CE) before the license expiration date, must pass the IDOI Laws & Regulations exam before the reinstatement application will be approved. A reinstatement application submitted without passing the Laws & Regulations exam will not receive a refund for the application. A disclaimer has been added to the beginning of the online reinstatement application alerting applicants of this requirement.

Also, a note has been added to the Producer reinstatement requirements webpage and Adjuster reinstatement requirements section clarifying that outstanding CE must be completed and reported by CE provider(s) before an online reinstatement application may be submitted. Posted 2/15/2019

90-DAY LICENSE RENEWALS. Effective January 11, 2019, license renewal applications for individual and business-entity insurance producers, adjusters and consultants licensed with the Indiana Department of Insurance (IDOI) may be submitted within ninety (90) days of license expiration dates, rather than the previous sixty (60) days. These outlines identify topics that must be taught in pre-licensing education (PLE) courses and are also tested on IDOI licensing examinations. The number of questions devoted to each topic on the exams are noted in the outlines. The “Revision History” at the end of each outline notes specific changes to each outline. The outlines should be used as the basis for developing new PLE programs and for submitting updated course materials and renewal applications for existing PLE programs.

A license may not be reinstated more than twelve (12) months after the license expiration date, and all initial/new license application requirements would need to be completed, including any relevant pre-licensing education, state exam and a new license application.

Licenses that are reinstated are effective as of the date the Department finds that the licensee has complied with all applicable reinstatement requirements. The licensee may be subject to additional penalties for conducting business under the license during the time the license was expired and before it was reinstated. Posted 6/13/2018

2018 LICENSING LEGISLATIVE UPDATES. See 2018 Legislation Affecting the Indiana Department of Insurance. Specifically, HEA 1406, effective July 1, 2018, provides that the Commissioner of Insurance shall place the license of an insurance producer, bail agent, or recovery agent on probationary status upon receiving an order from the Child Support Bureau indicating that the licensee has a child support payment delinquency. If the Commissioner does not receive notice from the Bureau that the delinquency has been addressed within twenty (20) days of the Commissioner’s notice to the licensee of the probationary status, the Commissioner shall suspend the license. March 15 – Updates to Continuing Education (CE) Extension Request webpage and form, clarifying that a request for extension of time to complete Indiana CE requirements must be submitted to the Department at least thirty (30) days prior to the licensee’s license expiration date.

March 15 – Updates to the Continuing Education (CE) Exemption for Retired Insurance Producers webpage and form, clarifying that the exemption applies to Indiana CE requirements only. The exemption does not apply to, and therefore should not be requested for, a producer's CE requirements in another state.

February 5 – Updates to the requirements for transferring a resident license to Indiana from another state.  Effective January 11, 2018, an individual or business entity transferring a resident producer or adjuster license to Indiana that has an active non-resident producer or adjuster license in Indiana no longer needs to update addresses on the non-resident Indiana license or cancel the license before applying online for a new Indiana resident license.  The individual or business entity must still inactivate the previous resident license in the previous resident state before applying for an Indiana resident license (either by cancellation/voluntary surrender or conversion of the resident license to a non-resident license, depending on the state’s requirements).  The online Indiana resident application will now allow the individual or business entity to update the addresses with Indiana and, once approved, the active Indiana non-resident license will be inactivated and a new resident license issued.

IMPORTANT NOTICE: Changes of address, telephone, email, fax, or an addition or removal of a business entity’s Designated Responsible Licensed Producer (DRLP), are no longer done through the Service Request Form. Contact information must be updated online through www.nipr.com or www.sircon.com/Indiana. DRLPs must be maintained online through a business entity’s AgencyEDGE account or at www.sircon.com/Indiana by selecting “Maintain your firm association” on the left-hand side.

August 18 – An updated SERVICE REQUEST FORM has been published. IMPORTANT NOTICE: Letters of Clearance are no longer issued by the Indiana Department of Insurance. A change in license status with the state (e.g., a license cancellation/voluntary surrender) may be viewed online through the National Insurance Producer Registry.

August 16 – Updates to the Variable Life & Annuity Line of Authority webpage at www.in.gov/idoi/2750.htm, clarifying that if a producer becomes unregistered with a broker-dealer through FINRA or no longer licensed with a FINRA Series 6 or 7 license, the producer is no longer eligible to hold the Variable Life & Annuity line of authority in Indiana and must cancel the line of authority from the producer's license before renewing the license.  A line of authority may be cancelled through the IDOI SERVICE REQUEST FORM.  A producer may verify his or her registration/licensure with FINRA at brokercheck.finra.org.

Online DRLP Association Maintenance Now Available. Effective August 11, 2017, a business entity licensed with the Indiana Department of Insurance may add or remove a Designated Responsible Licensed Producer (DRLP) associated with the business entity online at www.sircon.com/Indiana by selecting “Maintain your firm association” on the left-hand side of the page. DRLPs may also be maintained through a business entity’s AgencyEDGE account. A processing fee may apply for each transaction. It is the responsibility of the business entity to ensure that it has a proper DRLP listed with the Indiana Department of Insurance. posted August 11, 2017

2017 LICENSING LEGISLATIVE UPDATES. See 2017 Legislation Affecting the Indiana Department of Insurance. Specifically, HEA 1318, effective July 1, 2017, provides that insurance producer education courses may cover sales, motivation, psychology, and time management. These topics will be listed on course applications and renewal applications under the course category “Professional Development.” Also, prospective continuing education (CE) providers may now electronically submit supporting materials for a course. HEA 1318 also provides that Independent Insurance Adjuster applicants renewing or reinstating a license are no longer required to submit Social Security numbers to IDOI. HEA 1137, effective July 1, 2017, decreases the Bail Agent renewal fee from $600 to $300. posted June 30, 2017

May 12 – Effective May 12, 2017 at 8:00 a.m. CDT (rather than May 16th as noted in March 30th notice), various retaliatory fees for non-resident license applications and renewals have been added or updated. A listing of non-resident retaliatory fees may be viewed at www.in.gov/idoi/2600.htm. The states where retaliatory fees were added include: District of Columbia, Georgia, Hawaii, Mississippi, Missouri, Nevada, New Hampshire, Oklahoma, Pennsylvania, Rhode Island, and Wyoming. States that have had one or more retaliatory fee updated include: California, Connecticut, Massachusetts, and New Jersey. All retaliatory fees for Illinois have remained the same.

March 30 – See NIPR NOTIFICATION re: Indiana Retaliatory Fee Update. Effective 4:00 p.m. CDT on Thursday, May 11th, 2017, processing of all Indiana Non-Resident Licensing and Renewal Gateway applications will be temporarily suspended to add and update various retaliatory fees. Any transactions submitted during this period will be declined until Gateway processing resumes on Tuesday, May 16th, 2017. Effective May 16th, 2017 Indiana will add and update various retaliatory fees for the non-resident licensing applications. The new and updated fees are separated by transaction type and license class.

March 23 – Updates to FAQs and guidelines on transferring a resident producer/agent license to Indiana from another state. IDOI no longer requires a Letter of Clearance from an agent's previous resident state to be submitted with a new resident license application, unless cancellation of the agent's previous resident license cannot be verified on the national online producer database.

CLARIFICATION OF THE REQUIREMENT FOR THREE (3) HOURS OF ETHICS FOR PRODUCERS HOLDING LIFE, HEALTH, VARIABLE LIFE, AND VARIABLE ANNUITY QUALIFICAITONS.

The continuing education requirement for residents who hold licenses with life, health, variable life, and variable annuity qualifications has changed. Three (3) of the twenty-four (24) hours of continuing education must be related to ethical practices in the marketing and sale of life, health, or annuity insurance products.

For clarification, the legislative change in Indiana Code IC 27-1-15.7-2(a) is not intended to be imposed in the middle of a producer's renewal period and therefore producers will not be required to obtain the ethics requirement before they renew the next time. The ethics requirement applies to renewal periods that will start after July 2014. During this subsequent renewal period producers will need to complete this ethics requirement before the end of that renewal period.

We have not placed a specific completion date as Indiana producers are still transitioning to birth month renewals. Going forward the ethics requirement will be required as part of the twenty-four (24) hours of continuing education every renewal period. An insurance producer with qualifications in more than one line of authority will not be required to complete more than twenty-four (24) hours of credit to renew the license. IC 27-1-15.7-2(a) and (e). Producers taking three (3) hours of ethics as part of their CFP certification renewal will be compliant with this new requirement.

Continuing education providers of ethic courses should be reviewing their course content to ensure compliance with the legislative requirement. A syllabus will not be provided by the Department.
