International Registration Plan (IRP)

The International Registration Plan (IRP) is for any individual or company involved in commercial transportation that travels interstate and meets certain criteria. IRP’s unique feature allows each registered carrier to obtain one plate and registration cab card to travel in multiple states at specific weights. Online Application

Our IRP application allows you to process, pay, and print your cab cards without ever leaving your home or office. In addition, you can renew your plates and process most transaction types such as add vehicles, transfers, add states, replacement plates, and more. Begin the application online.

IRP and BPR Renewal Procedures

IRP Late Payment Penalty

  • A penalty of 10% will apply to any IRP renewal paid after the payment due date (see schedule below).
  • The ten percent penalty is added to the total Indiana renewal fees.
  • To avoid paying the penalty, you can:
    • Mail your payment to 7811 Milhouse Rd., Indianapolis, IN 46241 (must be postmarked on or before the due date)
    • Pay online through Motor Carrier Services (must be made before midnight of the due date)
    • Visit  Motor Carrier Services at 7811 Milhouse Rd., Indianapolis, IN 46241 to make a payment (must be made before 4:30 p.m. on the due date)

Reporting Period:

The IRP reporting period is a full year, beginning July 1 through June 30. The renewal month determines which year you will report during renewal.

For renewals in the months January, February, March, April, May, June, July, August, and September—the reporting period is July 1 through June 30 of the last year.

For renewals in the months October, November, and December—the reporting period is July 1 through June 30 of the current year.

Reporting Mileage:

With IRP, a carrier registers in its base state or Canadian province, declares the mileage of the fleet’s operations everywhere the carrier travels, declares the registered weight in each state, and pays all registration fees on one bill with its base state. When establishing an IRP account in Indiana, all carriers sign an agreement to maintain accurate recordkeeping of mileage traveled in all jurisdictions and retain quarterly distance logbooks.

When declaring mileage, the actual distance traveled in each jurisdiction must be reported exactly. Estimated mileage is only accepted in cases where no actual distance has been traveled and the Average Per Vehicle Distance (APVD) chart is used.

For carriers who register buses, there are additional options for determining distance. Details on determining distance for motor buses are available on the International Registration Plan website, in section 805 of The Plan document.

Full Reciprocity Plan (FRP)

All new IRP accounts must be registered for every jurisdiction on their cab cards and pay a per-vehicle distance percentage to each jurisdiction. Full Reciprocity Plan FAQs can be found on our website.

IRP Electronic Cab Cards

As of January 1, 2019, IRP cab cards are available in an electronic image format. All U.S. states and Canadian provinces are required to accept electronic images of the IRP cab cards. For the first year, you may want to continue carrying your paper credentials.

When stopped by law enforcement, credentials may be shown as an electronic image. Choosing to provide credentials by electronic device may require an officer or official to briefly take possession of the device to verify the validity of the credential.

Regardless of the format, the document must be accurate, accessible and readable by law enforcement. We suggest storing the document as a PDF on an electronic device in each vehicle to ensure access to documentation while in areas with no service or Wi-Fi.
