Local Stormwater Permit Update
As of June 5, 2024, Monroe County's Stormwater Management Ordinance requires a local Stormwater Permit for the following land disturbing activities:
- Land disturbing activities meeting the applicability requirements of the CSGP (large construction sites);
- Land disturbing activities disturbing one-half of an acre (0.5 acres) or more, regardless of CSGP applicability (small construction sites);
- Land disturbing activities disturbing less than one-half of an acre (0.5 acres) of land that are part of a larger common plan of development or sale if the larger common plan will ultimately disturb one (1) acre of land;
- Construction support activities that provide services (for example, road extensions, sewer, water, and other utilities) to a land disturbing project site when the activity is under the control of, or is intended for the benefit of, the project site owner;
- Strip developments;
- Development or redevelopment requiring detention or post-construction water quality treatment (see Ch. 761-4);
- New single-family residential dwellings requiring certified plot plans (see Monroe County Subdivision Control Ordinance);
- Land disturbing activities within a Karst Conservancy Area;
- New or widened roads;
- New culverts or culvert replacements;
- New dams, levees, or other flood control works; or
- Removal of dams, levees, or other flood control works.
In addition, a Logging Permit is required for all commercial timber harvest activities. These permits were previously issued by the Planning Department, however as of June 5, 2024, they are issued by the Stormwater Program.

Important Construction Stormwater General Permit Update
As of 12/18/2021, IDEM no longer administers the construction stormwater permit program through Rule 5 (327 IAC 15-5). Construction stormwater runoff is now regulated through the administrative Construction Stormwater General Permit (CSGP), a performance-based regulation designed to reduce pollutants associated with construction site runoff and/or land-disturbing activities.
You can find a copy of the new CSGP here.
