Indiana State Excise Police

Graduates of the ILEA Tier II and/or a LETB approved Reserve Officer Academy do not qualify as a lateral applicant and must complete the written/physical. Indiana State Excise Police (ISEP) officers are fully certified and empowered to enforce any state law with a primary focus on the state’s alcohol, tobacco, and Type II gaming laws. ISEP not only undertakes traditional criminal law enforcement activities but also regulates 11,255 establishments licensed to sell alcoholic beverages, 7,494 that sell tobacco products, and 1,274 with Type II gaming.

Some typical duties of an Excise officer are listed below, but this list is not inclusive of all that Excise officers do, since assignments can often change:

  • Patrol large scale sporting events and concert venues
  • Patrol college campuses, including during sporting events and tailgating
  • Investigate citizen complaints in licensed establishments
  • Alcohol/Tobacco compliance checks
  • Determine suitability for licensure of those who apply for a permit to manufacture, transport, and sell alcoholic beverages in the State of Indiana
  • Act as liaisons between the ATC and Federal, State, and local law enforcement agencies
  • Conduct long term-criminal investigations

  • Seek continued training and professional development opportunities for the police department ensuring school policing reflects recognized national best practices in cooperation with local law enforcement agencies whenever possible.
  • Pursue grant funding available to law enforcement and programs that enhance the educational environment.
  • Coordinate and oversee residency checks for schools as needed.
  • Oversee traffic patterns around schools including pedestrian, bus, and car traffic.  Conduct accident investigations and implement traffic violation policies that provide necessary measures for all drivers.
  • Monitor building alarms and respond as required.
  • Work collaboratively with building administrators, guidance counselors and social workers to provide services to students involved in situations where referrals to service agencies are necessary and assist with disruptive situations when needed.
  • Serve as a resource for teachers to present classroom instruction on law enforcement, security related topics and provide age appropriate programs for students (e.g. drug awareness, drug prevention, bullying prevention, social media awareness, and/or other safety related programs).
  • Oversee access to camera systems including policies for law enforcement and administrators.
  • Schedule Security coverage for school functions including after hour events, including sporting events, performances, public meetings, etc.

  • Model appropriate behaviors and attitudes to assist offenders to develop skills and work practices.
  • Composes notes to document direct contact with clients, family members, other relevant persons, and other case activities, entering information into case management and updating individual files for each client as required.
  • Makes and/or responds to a variety of telephone calls concerning clients, including receiving complaints, providing and requesting information.
  • Administers and documents drug and alcohol test according to departmental guidelines.
  • Immediately advises supervising Executive Director of emergency situations and completes all required documentation as appropriate for each emergency.
  • Prepares and maintains various daily and weekly reports and documents.
  • Responsible for the bank deposit of any fees collected.
  • Photographs inmates upon sign up.
  • Testifies in legal proceedings/court as necessary.
  • Performs related duties as assigned.

Required Knowledge, Skills and Abilities:

  • Ability to communicate effectively with inmates, coworkers, Executive Director, consultants, law enforcement personnel, attorneys, other County and State personnel and the general public verbally and in writing.
  • Knowledge of and ability to execute evidence based practices.
  • Ability to operate law enforcement equipment including handcuffs, cameras, radios, etc.
  • Ability to operate a variety of office machines and a computer using word processing and related software.
  • Ability to operate a motor vehicle and required to maintain a valid Indiana Driver’s License.
  • Ability to use independent judgement in highly unstable and/or risky situations.
  • Ability to lift and carry potentially heavy objects up to 70 pounds.
