- EDUCATION COMMISSSION FOR FOREIGN VETERINARY GRADUATES (ECFVG) (if applicable) Applicant’s, who have not graduated from an accredited college of veterinary medicine, must submit satisfactory proof that they hold an Educational Commission for Foreign Veterinary Graduates (ECFVG) certificate issued by the American Veterinary Medical Association (AVMA) or a Program for the Assessment of Veterinary Education Equivalence (PAVE) certificate issued by the American Association of Veterinary State Boards (AAVSB). Applicants are not eligible for licensure until they submit satisfactory proof that they hold an ECFVG certificate issued by the AVMA or a PAVE certificate issued by the AAVSB. - Proof of 5 Years of Practicing as a Veterinarian- If you have not completed the NBE and/or CCT Examination or the NAVLE you must submit five (5) years of experience of practicing as a veterinarian. The Board may issue a license without an examination to a qualified applicant who for the five (5) years immediately preceding filing an application has been a practicing veterinarian licensed in a state, territory, or district of the United States having license requirements which are substantially equivalent to the requirements of this chapter. - Proof of 5 Years of Practicing as a Registered Veterinary Technician
If you have not completed the Veterinary Technology National Examination (VTNE) but have graduated from an approved program of veterinary technology and taken a state constructed examination you must submit proof of five (5) years, immediately preceding filing an application, that he/she has been acting as a registered veterinary technician in a state, territory, or district of the United States having registration requirements which are substantially equivalent to the requirements of this chapter. Documentation of your employment record for the past five (5) years may include such evidence as:- A letter from your employer, including dates of employment and name and address of the practice.
- A letter from colleagues including dates of where you were employed and name and address of the practice.
- Any other information to prove to the Board’s satisfaction that you have been employed as a veterinary technician for the past five (5) years.
- Inactive Status
Requirements to Put a License in Inactive Status
To have a license or registration placed on inactive status, a licensed veterinarian or registered veterinary technician must notify the Board in writing of the veterinarian's or veterinary technician's desire to have the license or registration placed on inactive status.
A license or registration may be placed on inactive status during the period:
- The veterinarian or technician is on active duty with any branch of the armed services of the United States.
- The veterinarian or veterinary technician is in the Peace Corps.
- The veterinarian or veterinary technician is in an alternative service during a time of national emergency.
- The veterinarian or veterinary technician is suffering from a severe medical condition that would prevent the veterinarian or technician from meeting the requirements of the board.
- After the veterinarian or veterinary technician retires.
A veterinarian or veterinary technician who is retired and on inactive status may not maintain an office or otherwise practice veterinary medicine
Waiver Of Continuing Education And Renewal Fee
The Board shall waive the continuing education requirements and payment of the renewal fee during the period the Board places the license or registration of a veterinarian or veterinary technician on inactive status. After the veterinarian or veterinary technician places their license/registration on inactive status, they will no longer receive any further licensure/registration renewals.
Violation Of Practice Act
An individual who practices veterinary medicine after the individual's license has been placed on inactive status or an individual who acts as a registered veterinary technician after the individual's registration has been placed on inactive status are in violation of IC 15-5-1.1.
Reactivation Of Inactive License Or Registration
Veterinarians: The following requirements apply to requests for reactivation of an inactive license to practice veterinary medicine:
- The veterinarian must submit an application for reactivation in the form and manner required by the board.
- The veterinarian must submit the current renewal fee as required in 888 IAC 1.1-3-2 at the time of applying to reactivate the applicant's license.
- If the veterinarian's license has been on inactive status two (2) years or less, the veterinarian must submit proof of the completion of the continuing education hours required by 888 IAC 1.1-10-1.
- If the veterinarian's license has been on inactive status for more than two (2) years up to and including three (3) years, the veterinarian must submit proof of completion of sixty (60) hours of the continuing education that meets the requirements of 888 IAC 1.1-10-1.
- If the veterinarian's license has been on inactive status more than three (3) years up to and including four (4) years, the veterinarian must submit proof of completion of eighty (80) hours of the continuing education that meets the requirements of 888 IAC 1.1-10-1.
- If the veterinarian's license has been inactive more than four (4) years, the board may require the veterinarian to make a personal appearance before the board and meet any additional conditions set by the board, including, but not limited to, completion of continuing education in an amount prescribed by the board. The veterinarian may be required to take and pass an examination as approved by the board.
- Documentation verifying the completion of the required continuing education hours must be submitted to the board with the license reactivation application.
Registered Veterinary Technicians: The following requirements apply to requests for reactivation of an inactive veterinary technician registration:
- The veterinary technician must submit an application for reactivation in the form and manner required by the board.
- The registered veterinary technician must submit the current renewal fee as required in 888 IAC 1.1-3-3 at the time of applying to reactivate the applicant's registration.
- If the registered veterinary technician's registration has been on inactive status two (2) years or less, the registered veterinary technician must submit proof of the completion of the continuing education hours required by 888 IAC 1.1-10-1.
- If the registered veterinary technician has been on inactive status more than two (2) years up to and including three (3) years, the registered veterinary technician must submit proof of completion of twenty-four (24) hours of the continuing education that meets the requirements of 888 IAC 1.1-10-1.
- If the registered veterinary technician has been on inactive status more than three (3) years up to and including four (4) years, the registered veterinary technician must submit proof of completion of thirty-two (32) hours of the continuing education that meets the requirements of 888 IAC 1.1-10-1.
- If the registered veterinary technician has been on inactive status more than four (4) years, the board may require the registered veterinary technician to make a personal appearance before the board and meet any additional conditions set by the board, including, but not limited to, the completion of continuing education in an amount prescribed by the board. The registered veterinary technician may be required to take and pass an examination as approved by the board.

- International Council for Veterinary Assessment - Exam Info
Applicants who are applying for the International Council for Veterinary Assessment Examination will no longer apply through the Indiana Board of Veterinary Medical Examiners for approval to take the examination. Applicants will be required to apply through the International Council for Veterinary Assessment.
- Application for Approval of Continuing Education Programs
APPROVAL OF CONTINUING EDUCATION PROGRAMS
Under the statutory provision as listed below, if a program is designed to directly enhance the veterinarian’s and/or veterinary technician’s knowledge and skill in providing services relevant to the veterinary profession or occupation and falls under an “Approved Organization” it is no longer necessary to submit an application for approval by the Indiana Board of Veterinary Medical Examiners.
Under Ind. Code 25-1-4-0.2: Sec. 0.2.
As used in this chapter, “approved organization” refers to the following:
- United States Department of Education.
- Council on Post-Secondary Education.
- Joint Commission on Accreditation of Hospitals.
- Joint Commission on Healthcare Organizations.
- Federal, state, and local government agencies.
- A college or other teaching institution accredited by the United States Department of Education or the Council on Post-Secondary Education.
- A national organization of practitioners whose members practicing in Indiana are subject to regulation by a board or agency regulating a profession or occupation under this title or IC 15.
- A national, state, district, or local organization that operates as an affiliated entity under the approval of any organization listed in subdivisions (1) and (7).
- An internship or a residency program conducted in a hospital that has been approved by an organization listed in subdivisions (1) through (7).
- Any other organization or individual approved by the Board.
Also, under Ind. Code 25-1-4-0.5: Sec. 0.5. As used in this chapter, “continuing education means an orderly process of instruction that is approved by an approved organization or the board that is designed to directly enhance the practitioner’s knowledge and skill in providing services relevant to the practitioner’s profession or occupation.
APPLICATION AND SUPPORTING DOCUMENTATION
If your program does not fall under the statutory provision as listed above, Sponsoring Organizations or Attendees are required to submit an application and supporting documentation (course syllabus or outline, brief summary, brochures, evaluation form, curriculum vitas or resumes, etc.).
APPROVAL OF PROGRAMS
The Veterinary Board will approve a course if it determines that the course will make a significant contribution to the professional competency of veterinarians and veterinary technicians who enroll. In determining if a course meets this standard, the board will consider whether the following requirements are met:
- The course has substantial content.
- The course content directly relates to the professional practice of veterinary medicine.
- Each faculty member or lecturer who has teaching responsibility in the course is qualified by academic work or practical experience to teach the assigned subject.
- High quality written materials, including notes and outlines, are available to all veterinarians and veterinary technicians who enroll at or prior to the time the course is offered.
- The course is of sufficient length to provide a substantial educational experience. A course of less than one (1) hour will be carefully reviewed to determine if a substantial educational experience is provided.
- Appropriate educational methodology is used, including, but not limited to, the following:
- Prepared library packages.
- Courses of programmed instruction.
- Active participation and demonstration.
- Audio-visual materials.
- An adequate number of instructors is provided for the course. If audio-visual tapes are used as teaching materials, live presentations or discussion leaders must accompany the replaying of the tapes.
APPLICATION FOR APPROVAL
The sponsoring organization must file an application provided by the bureau. The application must contain the following information:
- Name of lecturer.
- Academic and professional background of lecturer.
- Brief summary of content of program.
- Date and location of program.
- Number of clock hours of continuing education requested.
- Name of the person who will monitor attendance and the manner in which attendance will be monitored.
- Any other pertinent information required by the board.
RECORD OF ATTENDANCE
As a condition to approval of programs, the sponsoring organization must agree to provide participants with a record of attendance. The certificate should contain the following:
- The name of the participant
- The name of the sponsoring organization
- The title of the program
- The date of the program
- The location of the program
- The number of continuing education hours awarded.
The sponsor shall retain records of attendance by participants for four (4) years from the date of the program.

- Application fee of $60.00: Fee is paid online during the online application process. All application fees are nonrefundable.
- Continuing Education: Effective July 1, 2019, any licensed provider who applies for a controlled substance registration or renews a controlled substance registration must have two hours of continuing education in opioid abuse and prescribing to obtain or renew the registration. The two hours must be obtained within the previous two years prior to applying for or renewing a registration. Individuals applying for a controlled substance registration who have not yet received their professional license do not need to complete the two hours of CE. Providers applying for a controlled substance registration who already hold a professional license will need to submit proof of the two hours of continuing education with their application.

- Information Regarding Reciprocity and Provisional Licenses
- Licensure by Reciprocity: The Board shall issue a license to an applicant if the applicant satisfies the following conditions:
- Holds a current license from another state or jurisdiction; and
- that state's or jurisdiction's requirements for a license are substantially equivalent to or exceed the requirements for a license of the Board; or
- when the person was licensed or certified by another state:
- there were minimum education requirements in the other state or jurisdiction;
- if there were applicable work experience and clinical supervision requirements in effect, the person met those requirements to be licensed in that state; and
- if required by the other state or jurisdiction, the person previously passed an examination required for the license or certification.
- Has not committed any act in any state or jurisdiction that would have constituted grounds for refusal, suspension, or revocation of a license, certificate, registration, or permit to practice that occupation in Indiana at the time the act was committed.
- Does not have a complaint or an investigation pending before the regulating agency in another state or jurisdiction that relates to unprofessional conduct.
- Is in good standing and has not been disciplined by the agency that has authority to issue the license or certification.
- If a law regulating the applicant's occupation requires the board to administer an examination on the relevant laws of Indiana, the Board may require the applicant to take and pass an examination specific to the laws of Indiana.
- Pays any fees required by the Board for which the applicant is seeking licensure.
- Holds a current license from another state or jurisdiction; and
- Provisional Licenses: An applicant for a license by reciprocity is entitled to a provisional license, if all the following conditions are met:
- The individual signs an attestation, under the penalties for perjury, the following:
- The individual is in good standing in all states and jurisdictions in which the individual holds a license or certificate for the occupation applied for.
- The individual has not had a license revoked and has not voluntarily surrendered a license in another state or jurisdiction while under investigation for unprofessional conduct.
- The individual has not had discipline imposed by the regulating agency for the occupation in another state or jurisdiction.
- The individual does not have a complaint or an investigation pending before the regulating agency in another state or jurisdiction that relates to unprofessional conduct.
- The individual does not have a disqualifying criminal history.
- The individual submits verification that the individual is currently licensed or certified in at least one (1) other state or jurisdiction in the occupation applied for.
- The individual has submitted an application for a license or certificate under this chapter with the board and has paid any application fee.
- The individual signs an attestation, under the penalties for perjury, the following:
- Expiration of Provisional Licenses: A provisional license expires on the earlier of the following:
- Three hundred sixty-five (365) days after it is issued.
- The date on which the board approves and issues the individual a license for the occupation.
- The date on which the board denies the individual's application for a license or certificate for the occupation.
- Licensure by Reciprocity: The Board shall issue a license to an applicant if the applicant satisfies the following conditions:

Print and mail the completed form with the required renewal fee to the Indiana Professional Licensing Agency. Doctor of Veterinary Medicine Renewals
All Doctors of Veterinary Medicine expires October 15 of odd numbered years. The licenses once renewed will remain valid for two years with the last day of the renewal year to be October 14th. Reminders to renew your license will be sent out on or around 90 days prior to the expiration of the license. Once your have renewed your license please check that your license has renewed by either logging into your Access Indiana Account, or by using our Free Search and Verify. It is the responsibility of the licensee to ensure that their license has been completed, and they have completed all CE requirements.
Veterinarians are required to have completed forty (40) hours of continuing education acquired between October 15, 2021 and October 15, 2023. Veterinary Licenses expire on October 15 of odd numbered years. The next renewal date is OCTOBER 15, 2023.
Continuing education is not required for the year in which the initial veterinary license was issued. Therefore, a person who was issued an original veterinary license between the date of October 15, 2021 and October 15, 2022 are only required to submit twenty (20) hours of continuing education. A person who is issued an original veterinary license after October 15, 2022 are not required to submit continuing education for the next renewal.

- How many continuing education hours do I need to renew my license?
- Veterinarians are required to submit 40 hours of continuing education credits.
- How many hours of continuing education do I need if I have been licensed less than 24 months?
- You will need 20 hours in order to renew your license.
- How many hours of continuing education do I need if I have been licensed less than 12 months?
- You do not need any continuing education in order to renew your license.
- Can continuing education credits transfer from one renewal period to the next?
- No. Credits can only be counted for the period in which they are taken.
- Do copies of my completed continuing education certificates need to be sent to the licensure board when I renew my license?
- No. Certificates are for your records and will only need to be submitted if you are audited. However, it is required that licensees maintain copies of their CEU records for a period of four years in the event they are audited by the Board.
- What do I do if I am audited?
- Once you receive your audit letter you will need to either fax or mail in copies of continuing education certificates to the Board by the deadline stated on the letter.
Registered Veterinary Technicians Renewals
All Registered Veterinary Technicians expires January 1 of even numbered years. The licenses once renewed will remain valid for two years with the last day of the renewal year to be December 31st. Reminders to renew your license will be sent out on or around 90 days prior to the expiration of the license. Once your have renewed your license please check that your license has renewed by either logging into your Access Indiana Account, or by using our Free Search and Verify. It is the responsibility of the licensee to ensure that their license has been completed, and they have completed all CE requirements.
Registered Veterinary Technicians are required to have completed sixteen (16) hours of continuing education acquired after January 1, 2022. Veterinary Technician Registrations expire on January 1 of even numbered years. The next renewal date is JANUARY 1, 2024.
Continuing education is not required for the year in which the initial veterinary technician registration was issued. Therefore a person who was issued an original registration between the date of January 1, 2022 and January 1, 2023 are only required to submit eight (8) hours of continuing education. A person who is issued an original registration after January 1, 2023 are not required to submit continuing education for the next renewal.

- Veterinarians are required to submit 16 hours of continuing education credits.
- How many hours of continuing education do I need if I have been licensed less than 24 months?
- You will need 8 hours in order to renew your license.
- How many hours of continuing education do I need if I have been licensed less than 12 months?
- You do not need any continuing education in order to renew your license.
- Can continuing education credits transfer from one renewal period to the next?
- No. Credits can only be counted for the period in which they are taken.
- Do copies of my completed continuing education certificates need to be sent to the licensure board when I renew my license?
- No. Certificates are for your records and will only need to be submitted if you are audited. However, it is required that licensees maintain copies of their CEU records for a period of four years in the event they are audited by the Board.
- What do I do if I am audited?
- Once you receive your audit letter you will need to either fax or mail in copies of continuing education certificates to the Board by the deadline stated on the letter.

Continuing education programs for veterinarians and registered veterinary technicians sponsored by the following organizations shall be deemed approved and no approval by the Board shall be required:
- American Veterinary Medical Association or any of its constituent organizations
- Indiana Veterinary Medical Association, local veterinary associations, or any other state or provincial veterinary medical association
- American Animal Hospital Association or any another veterinary specialty organization
- Indiana Veterinary Technicians Association
- Purdue University School of Veterinary Medicine or any other accredited veterinary school in the United States
- American Association of Laboratory Animal Sciences
Note: This is just a limited list of organizations that have automatic approval. Organizations that do not fall under Ind. Code 25-1-4 or have not been approved by the Veterinary Board will not be accepted as continuing education credit hours for license/registration renewal.
Approval Of Continuing Education Programs
Under the statutory provision as listed below, if a program is designed to directly enhance the practitioner's knowledge and skill in providing services relevant to the practitioner's profession or occupation and falls under an "Approved Organization" it is no longer necessary to submit an application for continuing education approval by the Indiana Board of Veterinary Medical Examiners.
Under Ind. Code 25-1-4-0.2:
Sec. 0.2. As used in this chapter, "approved organization" refers to the following:- United States Department of Education.
- Council on Post-Secondary Education.
- Joint Commission on Accreditation of Hospitals.
- Joint Commission on Healthcare Organizations.
- Federal, state, and local government agencies.
- A college or other teaching institution accredited by the United States Department of Education or the Council on Post-Secondary Education.
- A national organization of practitioners whose members practicing in Indiana are subject to regulation by a board or agency regulating a profession or occupation under this title or IC 15.
- A national, state, district, or local organization that operates as an affiliated entity under the approval of any organization listed in subdivisions (1) and (7).
- An internship or a residency program conducted in a hospital that has been approved by an organization listed in subdivisions (1) through (7).
- Any other organization or individual approved by the Board.
Also, under Ind. Code 25-1-4-0.5:
Sec. 0.5. As used in this chapter, "continuing education means an orderly process of instruction that is approved by an approved organization or the board that is designed to directly enhance the practitioner's knowledge and skill in providing services relevant to the practitioner's profession or occupation.Automatic Approval
Continuing education programs for veterinarians and registered veterinary technicians sponsored by the following organizations shall be deemed approved and no approval by the Board shall be required:

Continuing Education Derived From Self-study
Continuing education derived from self-study will be accepted as renewal credit under the following conditions:
- The content must pertain to the practice of veterinary medicine.
- Self-study methods of presentation must include a written examination or post evaluation.
- Credit is limited to twenty (20) hours per biennial renewal period for veterinarians.
- Credit is limited to eight (8) hours per biennial renewal period for veterinary technicians.
Continuing Education Certificates
The veterinarian/veterinary technician is not required to submit copies of their continuing education certificates at the time of renewal. By renewing online or signing the renewal application you swear or affirm under the penalties of perjury that you have completed the continuing education requirement. The veterinarian/veterinary technician shall retain copies of continuing education certificates for three (3) years from the end of the licensing/registration period. After the renewal, a percentage of practitioners will be chosen in a random audit to submit copies of their continuing education certificates. If the practitioner does not comply with the audit the Board will proceed with action against the licensee/registrant.
Continuing education certificates must contain the following information:
- The name of the participant
- The name of the sponsoring organization
- The title of the program
- The date of the program
- The location of the program
- The number of continuing education hours awarded.
Veterinarian/veterinary Technician Responsibilities
- If a program does not fall under Ind. Code 25-1-4-0.2 as an Approved Organization, the Sponsoring Organization is required to submit an application for continuing education approval.
- It is the responsibility of the veterinarian or registered veterinary technician to verify the courses attended have been approved by the Board. Without approval credit will not be given.
- Continuing education clock hours must be obtained within the biennial renewal period and may not be carried over from one (1) renewal period to another.
- A licensed veterinarian and a registered veterinary technician must retain a record of continuing education for three (3) years following the end of the biennium.
- The Board will not renew a license of a veterinarian or a registration of a veterinary technician who fails to comply with the requirement of continuing education.
- Continuing education clock hours used to satisfy continuing education requirements of another state may be applied toward the fulfillment of the continuing education clock hours required in Indiana.
- As a condition to approval of programs, the sponsoring organization must agree to provide participants with a record of attendance and to retain records of attendance by participants for four (4) years from the date of the program.
Standards For Approval
The Board will approve a course if it determines that the course will make a significant contribution to the professional competency of veterinarians and veterinary technicians who enroll. In determining if a course meets this standard, the board will consider whether the following requirements are met:
- The course has substantial content.
- The course content directly relates to the professional practice of veterinary medicine.
- Each faculty member or lecturer who has teaching responsibility in the course is qualified by academic work or practical experience to teach the assigned subject.
- High quality written materials, including notes and outlines, are available to all veterinarians and veterinary technicians who enroll at or prior to the time the course is offered.
- The course is of sufficient length to provide a substantial educational experience. A course of less than one (1) hour will be carefully reviewed to determine if a substantial educational experience is provided.
- Appropriate educational methodology is used, including, but not limited to, the following:
- Prepared library packages.
- Courses of programmed instruction.
- Active participation and demonstration.
- Audio-visual materials.
- An adequate number of instructors is provided for the course. If audio-visual tapes are used as teaching materials, live presentations or discussion leaders must accompany the replaying of the tapes.
