National Health Services Corps Scholarship & Loan Repayment Program

The Office of Primary Care provides technical assistance and will assist sites in document review.

The National Health Service Corps (NHSC) Scholarship and Loan Repayment Programs are competitive federal programs that provide service-obligated scholarships and loan repayment to assist in the development, recruitment, and retention of community-responsive, culturally competent, primary care providers to serve people in health professional shortage areas.

J-1 Visa Waivers

The Bureau of Citizenship and Immigration Services of the U.S. Department of Homeland Security grants J-1 visa waivers after a review by the US State Department. IDOH may recommend 30 waivers a year for J-1 physicians who otherwise must to return to their home country for a period of two years after completing graduate medical studies.  The recipients are obligated to 3 years of service in a designated underserved area (HPSA or MUA/P).

State Loan Repayment Program

The Indiana Health Care Professional Recruitment and Retention Fund Program (IHCPRRF) provides loan repayment for student loans incurred by healthcare professionals to encourage the full-time delivery of healthcare in shortage areas. The IHCPRRF program provides an incentive for psychiatrists, alcohol, and substance use counselors and practitioners in related disciplines to practice in a specific, federally designated Indiana region experiencing high numbers of opioid deaths. Priority counties include Blackford, Dearborn, Fayette, Franklin, Grant, Henry, Jay, Randolph, Switzerland, Union and Wayne. Although priority counties have been identified, all qualifying providers in any county are encouraged to apply. The program is administered by the Indiana Department of Health (IDOH) Division of Chronic Disease, Primary Care and Rural Health.

The project has grant opportunities for professional loan repayments to qualifying providers in mental health and addiction-related disciplines first, followed by primary care physicians, who are also in short supply. The plan calls for 30 awards for each year of the four-year grant period.
