All public- and private-use landing facilities; including airports, heliports, seaplane bases, ultralight flightparks, and temporary landing facilities; are required under 105 Indiana Administrative Code (IAC) 3-3 to receive a Certificate of Site Approval from the Indiana Department of Transportation (INDOT), Office of Aviation. Public-use landing facilities undergo an annual inspection prior to receiving their certificate while private-use facilities receive an initial certificate valid for the operating life of the facility. Prior to issuance of the initial certificate, each public- and private-use landing facility must obtain an approved FAA Airspace Determination. Through this process, the INDOT Office of Aviation strives to maintain a high level of safety within the state aviation system.
To establish an airport, heliport, seaplane base, ultralight flightpark, or temporary landing facility, complete and return the following applicable forms and reference material and return to:
