Biographies of Direct Reports

ANDREW P. SEIWERT, GENERAL COUNSEL

Mr. Seiwert serves as General Counsel to the Indiana Finance Authority.  A graduate of Purdue University and the Indiana University School of Law, upon graduation Mr. Seiwert served as a Law Clerk to the Honorable Robert W. Neal of the Indiana Court of Appeals. After being an Associate in the law firm of Feiwell & Hannoy, P.C., Mr. Seiwert was appointed Corporation Counsel for the City of Indianapolis and Marion County. He is admitted to practice in Indiana, the U.S. District Courts for the Southern and Northern Districts of Indiana, and the U.S. Supreme Court.

JAMES P. MCGOFF, COO AND DIRECTOR OF ENVIRONMENTAL PROGRAMS

Jim McGoff is Chief Operating Officer and Director of Environmental Programs of the Indiana Finance Authority and has also served as the Finance Authority's General Counsel. Prior to joining State government, Jim was a partner in the Indianapolis law firm Bingham McHale LLP (currently, Dentons, LLP), where  he was a member of the firm's public finance practice group, representing the State of Indiana and many Indiana cities and towns with their municipal borrowing needs.  He is a past member of the US EPA Environmental Financial Advisory Board (2016-2021), US EPA SRF State Workshop and Counsel Of Infrastructure Financing Authorities, serving as President from 2020-2022. Jim was also a member of the Great Lakes Protection Fund- Advisory Board. Mr. McGoff is a past member of the National Association of Bond Lawyers, Indiana and American Bar Associations and is a Certified Public Accountant (Inactive). He graduated with a degree in Accounting from Indiana University's Kelley School of Business and earned a J.D. from the Indiana University Maurer School of Law. 

MARK D. PASCARELLA, DIRECTOR OF DEBT MANAGEMENT

Mr. Pascarella serves as the Director of Debt Management for the Authority.  Mr. Pascarella is responsible for managing the obligations of the Indiana Finance Authority in order to obtain the lowest cost of funds.  Prior to joining the Authority, Mr. Pascarella worked as a Lending Officer for the Federal Home Loan Bank of Indianapolis.  His primary roles were managing the Letter of Credit Program and providing funding for FHLBI members.  Mr. Pascarella earned a Bachelor of Science in Marketing from Ball State University with a Minor in Psychology, an M.B.A. with a concentration in Finance from the University of Indianapolis, and he has earned the Chartered Financial Analyst Designation.
