Chief Operating Officer

Lloyd Arnold most recently served as director of law enforcement for the Indiana Department of Natural Resources (DNR). Prior to serving as DNR’s Director of Law Enforcement, Lloyd Arnold served in the Indiana General Assembly for five years as a State Representative. While in office, Arnold was Vice Chair of the Natural Resource Committee and was a member of the Agriculture, Veterans Affairs and Public Safety, and Elections & Appointments Committees. He served in the U.S. Army, the Indiana National Guard, and is an Iraq War Veteran. Arnold has served on several local and state economic development boards and has over 10 years of experience in the manufacturing industry and as a small business owner.


Director

Lindsey Ellison began her career with the Indiana Department of Correction (IDOC) in 2010. Prior to her role as Director, Lindsey most recently served as the Deputy Director of Operations with Indiana Correctional Industries (ICI), where she was responsible for the strategic direction, growth, and performance of ICI’s Northern Operations.

As a seasoned professional with more than 12 years of experience in corrections, Lindsey has worked with both the juvenile and adult populations and has held positions and gained experience working in re-entry and operations. Prior to her position as Deputy Director of Operations, Lindsey has had the privilege of working for the IDOC and ICI as a Transition Specialist, Program Coordinator, Plant Manager, and Assistant Re-Entry and Operations Manager.

Lindsey holds a Master of Arts in Executive Leadership from Liberty University and a bachelor’s degree from Indiana University. Lindsey is a certified Instructor for the National Institute of Corrections’ (NIC) Offender Workforce Development Specialist (OWDS) Training Program, and she is a graduate of IDOC’s Commissioner’s Experienced and Emerging Leaders Program (EEL). Lindsey was recently elected to serve on the National Correctional Industries Association’s Board of Directors.


Deputy Director of Business Development & External Affairs

Patrick Rich has more than 15 years of sales and marketing experience and was a small business owner and leader in the insurance industry. Patrick is responsible for managing sales staff, developing new opportunities and continuing successful sales interactions with existing State Agencies. Patrick is a United States Marine Corps veteran and was awarded the Navy-Marine Corp Achievement Medal for his exemplarily service and commitment to our country. Patrick has three daughters and a granddaughter.


Controller

Mark Spratt was awarded a BBS degree in Accounting from the University of Iowa. Mark has extensive experience as a senior manager in a wide range of companies including large, multinational corporations and start-up entrepreneurial operations. Over his 35-year career Mark has worked in a variety of industries including publishing, insurance, and advertising. Mark joined Indiana Correctional Industries in 2007 as their Controller. In 2008 Mark was awarded the Guiding Light Award from the Commissioner of the Indiana Department of Correction (IDOC) for his outstanding contributions to Indiana Correctional Industries and the IDOC. Mark has been the Treasurer of the Correctional Professional Assistance Fund of Indiana since its inception in 2009. Mark is an accomplished competitive swimmer and has been named as an All-American six times by the United States Masters Swimming Association. Recently Mark swam the 20-mile Catalina Channel, his second step in achieving the Triple Crown of Marathon Swimming.


Deputy Director of Operations - Southern Region

Victor Manzo, II began his career with the Indiana Department of Correction in 1994 as a correctional officer at the Wabash Correctional Facility. Throughout his 25-year career, Victor has been promoted nine times and served as “Bravo” lead for the departments “E-Squad” for six years. He is an alum of the Commissioners Emerging and Experienced Leadership program (EEL) and has earned several certifications including Lean Sigma Six and Certified Instructor for National Institute of Corrections’ Offender Workforce Development Specialist (OWDS) training.

Victor began his academic pursuits at Indiana State University with a major in Information Technologies Information and graduated Summa Cum Laude from Ivy Tech with a degree in Computer Information Services.


Deputy Director of Operations - Commissary & Warehouse Operations

Tim Minnick joined Indiana Correctional Industries in March 2018 after serving nine years with Aramark, the food service provider for the Indiana Department of Correction (IDOC). While at Aramark, Tim managed a joint venture program between Aramark Correctional Services and IDOC.

Tim graduated from Ball State University with a Bachelor of Science Degree in Marketing and has an extensive background in advertising and marketing. He has received awards and accolades for his work with corporations and organizations including McDonald’s, Delta Faucet, the Indianapolis Colts and the Indianapolis Motor Speedway. Tim has also served as President of the Hoosier High School Hockey Association for the past twelve years.


Deputy Director of Operations - Northern Region

Mark Eaker joined Indiana Correctional Industries in October 2020 as the Operations Manager at Miami Industries with Indiana Correctional Industries (ICI).

Prior to his time with the Indiana Department of Correction and ICI, Mark spent 24 years in automotive manufacturing and 8 years in the product development division in the cleaning and sanitizing industry. Mark earned a degree in Business Management with Indiana Wesleyan University.

Mark has been married for more than 26 years, and he has 3 sons. Mark enjoys spending time outdoors with his family, and he enjoys being a lifelong learner. Mark’s hobbies include light construction, boating and working on anything mechanical.
