Monroe County
The Monroe County Health Department used grant funding from the Indiana State Department of Health Trauma and Injury Prevention Division for the following two projects:
- Monroe County Overdose Outbreak Response Plan
Monroe County Health Department is working with emergency management, first responders, mental health providers, local government, hospital and mental health providers to create an overdose outbreak response plan in order to be prepared if overdose cases surge.Having a plan in place will enable us to better support each other and maintain services for our community.
- Monroe County Pathways
The Monroe County Health Department helped develop a pilot of the Monroe County Pathways program.Monroe County Pathways is a new substance use treatment navigation program that works with individuals seeking substance use treatment in Monroe and surrounding counties to find the treatment facility and plan that best fits the individual.

Activities
The team has met three times with one more meeting planned before a tabletop exercise to test our completed plan. Objectives of the meetings include determining local needs, who is providing services and how we can improve communication and collaboration to better support the community if an overdose outbreak occurs.
Pathways – how it works:
Clients who are seeking treatment can contact Monroe County Pathways by phone, text or social media to set up a phone or in-person meeting. Clients can also visit Monroe County Pathways at https://www.mcpathways.com/ and leave a message requesting an initial meeting.
During the first meeting, the Navigator does an initial assessment to determine what type of treatment the client is seeking as well as what are the client’s needs. Sample questions include”
“What type of substance are you using?”
“What type of treatment are you interested in?”
“Do you have insurance and if so, what type of plan do you have”. (Different plans offer different types of coverage)
The navigator then looks for available treatment options that best match the client’s needs and encourages the client to call right then. If no treatment option is available at that time, the navigator creates a safety plan with the client to help keep them safe until they are able to get into treatment.
Monroe County Pathways also provides community outreach and education. In addition to the grant, the program is supported by Monroe County Government and the Monroe County United Way. The City of Bloomington assisted with the building of the website.
