2025 Hazard Vulnerability Assessment

Hazard vulnerability assessments (HVA) identify whether a jurisdiction is at risk for various health hazards. The data and information within an HVA report quantifies the risk of specific health hazards, the ability to respond to the risks, and the potential impact of a hazard on the public health infrastructure in a jurisdiction. This HVA identified whether a public health hazard is relevant to the health care coalition (HCC) within the State of Indiana.

HVA Calculation: Indiana HCCs identified the risk factors, protective factors, and the integration factors that would contribute to the vulnerability of a community to the various hazards. The figure below outlines how the final vulnerability rating was calculated. The number in the parentheses following the name of the data field signifies the total score possible for that data field.

Integration Factor Calculation: Respondents were given 12 populations to consider when rating integration. The assessment allowed respondents to indicate if they had integrated the following activities into planning and response efforts:

  • Integrated solutions to identified barriers
  • Incorporated population representatives into planning
  • Connected with resources applicable to population needs
  • Operationalized considerations during response and recover
