2025 Public Health and Healthcare Readiness Assessment

The Public Health and Healthcare Readiness Assessment (PHHRA) tool assessed healthcare readiness based on the CDC PHEP Capabilities, ASPR Hospital Preparedness Program (HPP) Capabilities and whole community health capabilities. It aimed to provide local health departments (LHDs) and Healthcare Coalitions (HCCs) of Indiana with data on current hazard response capabilities, perceived preparedness, gaps in healthcare capabilities, and insight into strategies for collaboration between the LHDs and HCCs.

Local Health Department Public Health and Healthcare Readiness Capabilities Assessed: Respondents assessed the LHD’s ability to perform the CDC's Public Health Emergency Preparedness (PHEP) capabilities. A total of 15 capabilities were assessed with respondents having the ability to select from the following ability levels:

  • No ability
  • Limited ability
  • Moderate ability
  • Full ability

Healthcare Coalitions Public Health and Healthcare Readiness Capabilities Assessed: Respondents assessed the ability of HCCs to perform the 4 existing capabilities defined by ASPR as well as their ability to perform 8 additional pre-decisional capabilities identified by ASPR. A total of 12 capabilities were assessed with respondents having the ability to select from the following ability levels:

  • No ability
  • Limited ability
  • Moderate ability
  • Full ability

Public Health and Healthcare Readiness Barriers Assessed: Respondents were asked to indicate what barriers they experience when they selected that they had “No or Limited Capability” to perform a function. The following options were available to select as a barrier:

  • Lack of funding
  • Lack of Specialized Knowledge
  • Limited Staff Capacity
  • Lack of Stakeholder Engagement
  • Other (text box available to direct input)
