The DWD Leadership Team is comprised of a strong group of individuals with impressive experience and a strong vision for innovating Indiana’s workforce development initiatives.
Steve Braun was appointed in 2014 to serve as Indiana's Commissioner of the Department of Workforce Development, which is tasked with building a highly skilled and educated Hoosier workforce that can compete in the global economy.
Prior to graduating from Harvard University, Commissioner Braun was born and raised in Southern Indiana. After receiving a business degree, Braun immediately went to work for Price Waterhouse. Shortly after, he started his own technology consulting business that grew to over 750 employees across 13 offices nationwide. Both experiences have given him a unique understanding of the challenges facing today's workforce.
Prior to leading DWD, Braun served in the Indiana House of Representatives, while continuing to remain active as an entrepreneur in tech companies and in real estate and agriculture.
Commissioner Braun and Jennifer, his wife of 31 years, reside in central Indiana where they have raised their five children, and are active members of the community.
Chief of Staff and Chief Financial Officer
Bill Nonte serves as Chief of Staff and Chief Financial Officer for the Indiana Department of Workforce Development. His duties include oversight of various finance, accounting and budgeting activities at the Department. He also works with the Commissioner and his executive staff to originate, coordinate and execute the focused strategy of the agency.
Prior to joining state government, Bill worked as a certified financial planner and advised individuals on ideas for managing their retirement and non-retirement investment portfolios. He has also been a certified public accountant and prepared individual and corporate tax returns and performed audits of financial statements for businesses.
Bill is originally from Jasper, Indiana and graduated from Indiana University in Bloomington. He is an avid sports fan and considers golf as one of his favorite pastimes.
Chief Operating Officer of Workforce
Jackie Dowd is Chief Operating Officer of Workforce where she is responsible for offering strategic vision for the State Workforce Innovation Council, establishing employer-driven education and training priorities, implementing transformational policy, and leading effective execution of state and local operations. Jackie continues to serve as the Executive Director to the Indiana Career Council chaired by Governor Mike Pence, and she oversees the Regional Works Council as established under her leadership as an appointed member of the Governor's Cabinet and Special Assistant to the Governor for Career Innovation since 2013.
Previously, Jackie served in several capacities with the Department of Workforce Development, including as Deputy Commissioner of Policy, Education and Training. Before joining the Daniels administration in 2009, Jackie was a Project Director at Butler University for five years, and served as the Director of Constituent Services for a U.S. Congressman where she worked for seven years. Jackie holds a Bachelor of Science degree from the Indiana University Kelley School of Business and an MBA from Butler University. She lives in Fishers with her husband, Alan.
Jeff Gill serves as General Counsel for the Indiana Department of Workforce Development. His duties include oversight of the Benefit Payment Control Division, the Agency Integrity Division and all legal affairs. Before joining DWD, Jeff worked as Assistant General Counsel for the Indiana Department of Administration where he also served in the capacity of Executive Director of Executive Branch Lobbying. Jeff initially joined state government as Deputy Inspector General when newly elected Governor Mitch Daniels created the Office of Inspector General by executive order in 2005.
Prior to joining state government, Jeff worked for 14 years as a deputy prosecuting attorney in Indianapolis, where most of that time was spent as a supervisor in the Major Felony Division trying more than 20 murder trials including one capital case.
Jeff is originally from Columbus, Indiana and graduated with honors from Ball State University. He earned his law degree from the Indiana University School of Law – Indianapolis in 1990.
Jeff is married and has two children. He resides in Pike Township in Indianapolis.
Deputy Commissioner of Information
Steve Elliott is the Deputy Commissioner of Information (IO). His responsibilities will include oversight of our existing IT activities and providing the vision to further enhance the availability and usage of data to drive valued outcomes. Prior to joining DWD, Steve had a successful career of 29 years in various IT roles within the pharmaceutical industry.
Steve is a graduate of Indiana State with majors in Mathematics and Computer Science.
Steve is an avid golfer and outdoorsman. He is originally from Jasper, IN and has resided in the Meridian Kessler neighborhood in Indianapolis for over 20 years.
Deputy Commissioner of Unemployment Insurance Operations
Josh Richardson is the Deputy Commissioner of Unemployment Insurance Operations. His responsibilities include overseeing the administration of the unemployment compensation system. Prior to his current position with DWD, Josh held multiple positions in state government and has interacted regularly with the legislature. Most recently, he served as a Policy Director in the office of Governor Daniels. Previously, he was the Director of Legislative Affairs at DWD.
Josh was raised in Blackford County Indiana and received his undergraduate degree from Ball State University. He also received a law degree from Indiana University – Indianapolis and is a licensed attorney.
Josh is married with two children. He resides in Fishers with his family.
